Discussion: This application is before the City Council as required by Section 5.C.1 of the Harbor Permit Policies, which states: 5.C.l. "Prior approval of the City Council will be re- quired before issuing a permit for shore -connected -structures when the abutting upland property is a dedicated public right-of-way except along the Grand Canal on Balboa Island." Regarding piers on Balboa Island, the Harbor Permit Policies further state in Section 22: 22. "BALBOA ISLAND No new, non-commercial piers on Balboa Island shall be recommended unless it is in the public interest or unless it is at such a location that it is not useable for swimming or bathing. Piers presently in use may be repaired but recommendations for any additions or remodeling shall be restricted to such changes that do not lessen the use of either the immediate water or land areas." The revision proposed by the applicant is basically a rebuilding and minor downsizing of the existing structure. No substantial changes are proposed and the revision will not diminish the useage of either water or land areas.
