Harkless, City Clerk 949 - 644 -3005, Iharkless @city.newport- beach.ca.us SUBJECT: UNSCHEDULED VACANCY ON THE CITY ARTS COMMISSION RECOMMENDATION: Appoint one of the two nominees (Gerald Allison and Gilbert Laskey) to fill the vacancy on the City Arts Commission, which was created as a result of the resignation of David Colley. The successful applicant will be appointed to fill the balance of the unexpired term, which expires on June 30, 2006. DISCUSSION: On February 8, 2005 the Council confirmed the above -named nominations. As per Council Policy A -2, the following is the procedure for voting on appointments to City Commissions, Boards and Committees: A. The Council will vote on all appointments and seats on each Board /Commission simultaneously. The voting will be by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the Council will cast the number of votes as indicated on the paper ballot for each seat from the list of the nominees. In order to be appointed, the nominees must receive at least four votes. C. For boards /commissions with two vacancies, if two of the nominees receive four or more votes, they will be automatically appointed. D. If there is a tie vote, ballots will be distributed to the Council Members to vote for the tying candidates only. Unscheduled Vacancy on City Arts Commission February 22, 2005 Page 2 E. In the event that no one receives four votes, nominees receiving zero or one vote will be dropped and the Council will cast two votes from the list of the remaining nominees and the determination will be made as previously stated. I recently started on a reduced working schedule of 20 hours per week. This leaves me sufficient time to apply my experience and talent for the betterment of my Newport Beach community in particular and society in general. I have watched Newport Beach grow and flourish tremendously since moving here in 1982. It makes me proud to show the beauty of Newport Beach to visitors and I want to help maintain the legacy of good design and art as our city continues to expand and build. I was the co- founder (along with the editor of "Hawaii Construction' magazine, of the Hawaii Construction Industry Public Art Program. We accomplished several major outdoor sculpture installations, before the program was picked up by the state after passing a mandatory requirement for art in the construction of major buildings. Numerous works by accomplished artists have resulted, including a very large concrete mural in the Honolulu airport by Tom Van Sant, the same'artist that did the native California animals cast into the exterior walls of buildings in Fashion Island. I have received numerous prestigious awards. for my creative talents including two very rare awards, The Ray Bradbury Creativity Award and the Aga Khan Architectural Award. I am frequently a speaker to community organizations on the subjects of creativity, good city design, ecology, and travel. I have been a mentor for the DiVinci program, Newport Harbor High School. I presently serve as a member on the Board of Directors for Hocking College in the area of hotel design, campus aesthetics, and general overall planning. I've received a Lifetime Achievement Award from the college and a Honorary Doctorate Degree in Public Administration. I received the elevation to Fellow in the AIA at age 36. My architectural firm has offices in Honolulu, Seattle, London, and Orlando. I have completed projects in 130 countries. I believe we are the largest pure architectural firm in Orange County. For the 48 years I've been with the fine; my major responsibility has been in the area of design and art coordination. I am an accomplished ceramic artist who exhibited in Honolulu City Hall and enjoys sketching, painting, and carpentry. In regards to a position on the Newport Beach Art Commission, I would not apply for or accept any position where I didn't feel I could serve the community exceedingly well. A hardbound sketchbook and supply of soft pencils were always a part of his travel goods, inspiring a magazine article on Pete called "Have Pencil, Will Travel." Pete was also an acclaimed watercolor artist. Through Pete, I discovered that sketching while in a fareign.environment forces you to observe and appreciate a new world of experiences for better than a quick, "on the run" snapshot photo. This results in a deeper understanding of the history, the culture, and the orchitectun>_ of a region. In our business of creatinc resorts in exotic places, this acquired knowledge can pay dividends in the design process of creating visitor facilities appropriate to the intended guest experience. Beyond the sheer enjoyment, sketching also can pay some unexpected small div- idends. More than once over the years, I've exchanged a sketch of a B &B or of a resort feature for a night's stay. Some of these sketches have been converted into front desk postcards or used in the establishment's P.R. materials. You don't have to be an accomplished artist to enjoy this hobby. I tend to over work and over detail my sketches when compared to someone like Pete, who captured the image with a minimum of lines. My wife and I have lived in Newport Beach for the past 5 years, having moved from West Los Angeles where I was an attorney representing artists of various sorts. I graduated from UCLA with a major in the arts (theatre and cinema) and was very active as a professional actor, writer and producer in both theatre and film for many years. Since moving to Newport Beach, for the past three years I have been a member of the Board of Directors of the Newport Beach Film Festival and for two of those years I was on the panel of judges for festival entries. I spent two years on the Board of Governors of the Laguna Playhouse. Presently, I am a semi - retired attorney. I have a limited practice representing artists in business and legal matters. I feel well - qualified for an appointment to the arts commission because I have worked with and around artists most of my life. I understand the arts and artists, as well as the business and administrative matters in connection with the arts. I have a passionate interest in promoting the arts, especially in my new home — Newport Beach —and I have both time and energy to do so. DISCUSSION: At the Regular Meeting of January 11, 2005 the City Council declared the position vacant and directed the City Clerk to advertise the vacancy pursuant to Council Policy A -2. DISCUSSION: Background: On December 10, 2004, the City Council received a letter of resignation from David Colley from the City Arts Commission effective on January 14, 2005. Mr. Colley was appointed to a four -year term on the City Arts Commission effective July 1, 2002. His term expires on June 30, 2006, therefore an appointment will need to be made to fill his unexpired term. Pursuant to Council Policy A -2, I have prepared a Special Vacancy Notice for posting and publication of the unscheduled vacancy. As per the notice, applications will be • accepted by the City Clerk's office until 4:00 p.m. on Thursday, January 27, 2005.
