Berger, AICP, Program Manager 949/644 -3207. gaberger @city.newport- beach.ca.us SUBJECT: Recommendation from Economic Development Committee to fill EDC vacancy. ISSUE: Fill current vacancy on Economic Development Committee. RECOMMENDATION: 1. Fill current Economic Development Committee vacancy by appointing Mr. Lloyd Ikerd as "At- Large" representative. DISCUSSION: Background: At their regular meeting of March 16`h, 2005, the Economic Development Committee recommended that Mr. Lloyd Ikerd be appointed to an "At- Large" position on the committee. Mr. Ikerd would replace Mr. Steven Sutherland, who has recently resigned from the EDC. Recommendation to fill Vacancy: Mr. Ikerd has been a commercial and industrial real estate broker for many years, and has been involved in redevelopment projects of note throughout the region. He was a member of the City Council and former Mayor in the City of Paramount, California. Ikerd volunteers with the Newport Beach Chamber of Commerce, and is involved with Hoag Hospital's volunteer efforts, the annual Balboa Island parade, and various other EDC Report March 22, 2005 Page 2 community events. Mr. Ikerd's insight and experience with planning and redevelopment issues will be of immediate benefit to the discussion of the EDC. Finally, Mr. Ikerd has lived in Newport Beach for the past six years. Box 1768 Newport Beach CA 92658 Resume: Lloyd Ikerd Dear Mrs. Wood: Referencing our conversation, the following is a brief resume of my business, political and community service activities. Personal: I was born in Torrance California and except for 6 years during WW II where I lived in Prescott Arizona, I lived in Modesto California where I graduated from Modesto High School. Immediately after graduation, I returned to Southern California where I attended Compton College and U.C.L.A.. I am divorced with three adult children. I lived in Paramount and Long Beach until I moved to Newport Beach 6 years ago. Business: I have been a commercial and industrial real estate broker since 1963. In addition, I have been a developer, publisher of a local newspaper, collector and sales of antique and classic automobiles amongst many other business ventures. I have restored a 1903 Masonic Temple in Long Beach; coordinated the development of two hospitals and various medical facilities; Developed over 500,000 sf of industrial buildings and commercial buildings. Political: I was elected to the Paramount City Council in 1966 and Mayor of that community in 1968. During my term as Mayor, I was instrumental in drafting and modifying a new zoning code for the entire city. The city was under contract with the county of Los Angeles and had initially adopted the county code which did not meet the growth requirements and needs of the new community. Paramount was primarily a dairy community and I was instrumental in placing virtually the entire city into a redevelopment agency, which I was chairman. Paramount was receiving 100% of the tax increments and since that time the entire community has been redeveloped and is financially stable. I acquired the Paramount Journal and was the publisher of that newspaper supporting members of the City Council and School Board who supported a continuing planned growth for the community. b Community Activities: I was President of the Paramount Kiwanis Club; I organized and was President of the Paramount Jaycees. Member of the Elks Lodge, Long Beach Lions Club Various Collector and antique automobile clubs. In Long Beach I organized and was presiding chairman of the Friends of Port Disney with over 4,000 members supporting a development of a theme park in Long Beach. I was instrumental and coordinator of the largest event (2,200 guests) on the Queen Mary supporting the Walt Disney Company. I was involved in many other community service activities. In Newport Beach I am involved in the Newport Beach Chamber of Commerce; Commodores Club of the Newport Beach Chamber, 552 Club, Hoag Hospital. Through the Commodores Club, I designed and coordinated the construction of the portable BBQ Grille for the Newport Beach Fire Department: I volunteer for the Balboa Island parade, various Corona Del Mar Chamber activities and other community events that aid and promote the City of Newport Beach. In conclusion, I feel, if I am appointed, that I bring a considerable amount of experience to the Economic Development Committee. I have experience in planning, redevelopment, zoning, and hands on development. I appreciate your consideration. I feel that I have a lot to give to the planned growth of the City of Newport Beach.
