been notified to proceed. If you begin prior to the notice you will be in violation of the Newport Beach
Municipal Code and subject to penalties.

OWNER -BUILDER DECLARATION
I hereby affirm that I am exempt from the contractor's license law for the following reasons:
(Sec. 7031d.5, Business and professions Code). Any City or County which requires a pern-Lit to
construct, alter, improve, demolish, or repair any structure, prior to its issuance, also requires
the applicant for such pern-dt to file a signed statement that he is licensed pursuant to the
provision of the Contractors License Law (Chapter 9, commencing with Section 7000, of
Division 3 of the Business and Professions Code) or that he is exempt therefrom and the basis
for the alleged exemption. Any violation of Section 7031.5 by any applicant for a permit
subjects the applicant to a civil penalty for not more than five hundred dollars ($500).
I, as owner of the property, or my employees with wages as their sole compensation,
will do the work, and the structure is not intended or offered for sale (Sec. 7044, Business and
Professions Code: The Contractor's License Law does not apply to an owner of property who
builds or improves thereon, and who does such work himself or through his own employees,
provided that such improvements are not intended or offered for sale. ff, however, the
building or improvement is sold within one year of completion, the owner -builder will have
the burden of proving that he did not build or improve for the purpose of sale).
I, as owner of the property, am exclusively contracting with licensed contractors to
construct the project (Sec. 7044, Business and Professions Code: The Contractor's License Law
does not apply to an owner of property who builds or improves thereon, and who contracts for
such projects who builds or improves thereon, and who contracts for such projects with a
Contractor(s) License pursuant to the Contractor's License Law).

Dear Mr. Glasier:
On August 20,,:1986. we contacted you regardi-ng a problem with
your residential dock bayward of 3409 Finley Avenue. Based
on a field inspection, it is our understanding-- that the
encroaching vessel has not been relocated and is still in
violation of Section 21.A. of the Harbor Permit Policies.
If the vessel is.not relocated within five (5) days, this
matter will be turned over to the City.Attorney's office for
follow-up by that department.

Dear Mr.Glasier:
The City of Newport Beach has received a complaint regarding the
use of your residential float bayward of 3409 Finley Avenue.
Specifically, the complaint is. that the dock is being used in
violation of Section 21.A. of the Harbor Permit Policies, which
states--
Z1.A. "Boats moored at private or public docks shall not
extend beyond the projection of the property lines of the
property to whic4'the dock facility is connected....".
On.August 20, 1986 we observed in the field a Lido 14 CF 1130GF
encroaching across the �common property line be'fween 3407 and
3409 Finley.
To preclude further measures by the Marine Department,. this
vessel must. -be moved to a location which -brings it into compliance
with the above quoted policy. Please have the vessel relocated
within two weeks.
