HEAD MAINTENANCE
3700 CHANNEL PLACE
NEWPORT BEACH, CA
PROJECT SCOPE:
THIS IS A BULKHEAD MAINTENANCE PROJECT WITH REPAIRS TO LESS THAN 20% OF THE TOTAL E
WALL AREA AT THIS SITE. THE EXISTING BULKHEAD WAS ORIGINALLY CONSTRUCTED, AND SUBS[
REPAIRED, FROM CONCRETE, MASONRY AND TIMBER MATERIALS. THE TIMBER PORTION OF THE B
LIMITED TO ISOLATED AREAS IN THE UPPER 4 FEET OF BULKHEAD WALL, HAS DETERIORATED ANC
BE REPLACED TO PREVENT SOIL AT THE SITE FROM ERODING INTO THE ADJACENT WATERWAYS.
MOREOVER, THE SOIL RETAINED BY THE BULKHEAD IS NEEDED TO SUPPORT THE BRICK PATIO TF
COVERS THE SITE. EXCESSIVE SETTLEMENT IS OBVIOUS IN ISOLATED PATIO AREAS WHERE SOIL
ERODED BENEATH IT.
PERMITTED CONSTRUCTION FOR THIS PROJECT IS LIMITED TO REMOVAL AND REPLACEMENT OF TIN
BULKHEAD COMPONENTS, AND RESTORATION OF BACKFILL UNDER THE PATIO SLAB. INCIDENTAL
ACCOMPLISH BULKHEAD MAINTENANCE INCLUDES THE FOLLOWING ACTIVITIES:
1. REMOVE AND REPLACE (R&R) PATIO BRICK,
2. R&R GUARDRAIL (SOUTH ELEVATION), SEE PLANS FOR NEW GUARDRAIL UPGRADES.
3. R&R GANGWAY (SOUTH SIDE). SEE PLANS FOR NEW GANGWAY ABUTMENT.
4. R&R BACKFILL ADJACENT TO TIMBER BULKHEAD, SEE PLANS REQUIREMENTS FOR CRUSHED
BACKFILL BEHIND BULKHEAD AND RE -COMPACTED NATIVE SOIL UNDER PATIO _
5. R&R CONFLICTING UTILITIES,
6. GROUT INJECT SINKHOLES, IF ANY, OR SEPARATED PANEL JOINTS IN EXISTING BULKHEAD, IF
7. OTHER WORK AS REQUIRED FOR ACCESS TO EXECUTE THE BULKHEAD MAINTENANCE DESCRIE

On December 7, 1979, I met with the following: Bob Hoffman
(National Marine Fisheries), Jack Fancher (U. S. Fish and
Wildlife, Dick Nistos (State Fish and Game), and Britt
Poteet, Engineer. The purpose of our meeting was to review
proposals by Mr. Poteet to correct a failing bulkhead
problem at 3700 Channel Place.
Mr. Poteet had three proposals in mind as follows:
1. To replace the old bulkhead in place.
2. To construct a new bulkhead directly in front
of the old.
3. To reinforce the old bulkhead with sheet pilings
and the power grout behind it.
The representatives listed above had no specific objections
to the above. I, however, told Mr. Poteet that the City
staff could not approve numbers 2 or 3 without City Council
approval.

Axelrod and Paula Axelrod, husband and wife as joint tenants
as to an undivided one-half interest and Ephraim Beard and
Roberta Ellen Beard, husband and wife as community property,
as to an undivided one-half interest. All correspondence to

We enclose Application for Transfer of Permit executed by the
buyers and the sellers. Also enclosed is our Cashier's Check

letter concerning renting of dock space at your floats. I apologize
for not previously acknowledging your letter, but we became inundated
with some priority projects.

we are still receiving pressure concerning the extra boats. I
know the difficulties involved in finding slip space, so we're trying
to fend off complaints until the boat owners can relocate. I'd
appreciate anything you can do to push them along so that we don't
wind up with a major issue.
