Z; - Our responses are as follows: QUESTION: Is the existing seawall1bulkhead adequate to support the proposed residence for its expected life (Approximately 50 years)? ANSWER: The existing seawall is composed of cast -in-place concrete with four courses of bricks on top. Our study finds the wall over -stressed, unstable and not meeting today's code and the City of Newport Beach requirements. It needs to be replaced. The proposed seawall will consist of precast concrete sheet piles, continuous concrete coping tied with steel tie -backs to a continuous concrete deadman. Please see drawings S-0 & S-1 prepared by our office. The life expectancy for this kind of seawall shall be equal to or longer than the expected life of the proposed residence. However, if in the future the proposed bulkhead displays any signs of distress, it should be repaired or replaced. QUESTION: Could the seawall be removed? Could the seawall be relocated landward of the existing location? ANSWER: No, this would cause damage to the neighboring properties and would preclude tn building on the site. If the seawall was relocated landward this would cause a discontinuity as the wall is continuous along the same aligm-nent for several properties and would cause damage to the neighbor's properties, the environment, and would considerably decrease the size of the yard. QUESTION: Do the adjacent properties have seawalls? If so, please indicate the location of any adjacent seawalls in relation to the subject property's seawall on the project plans. ANSWER: Yes, the adjacent properties have seawalls. These walls are continuous along the same alignment and cover several houses plus the City street end. Review of the application submittal reveals that additional information is necessary to adequately analyze the project. Therefore, the application has been deemed incomplete. Seawall Becausd the proposed project includes demolition of the existing residence, this appears to be the best time to evaluate the expected life of the seawall. . Please provide an Engineer's Assessment regarding the seawall, including, but not limited to, the following information: Is the existing seawall/bulkhead adequate to support the proposed residence for it expected life (approximately 50 years)? If not, what is the expected life of the exiting seawall? Are any measu I res % ' necessary to assure the competency of the seawall? If so, please indicate the location of any adjacent seawalls in relation to the subject property's seawall on the project plans. 5-05-146 Veal Page 2 Water Qualit Please submit landscape/hardscape and drainage plans. These plans should indicate that, to the maximum extent feasible, runoff from the site W:ill be retained on site and directed to pervious areas and that any runoff that does leave the site is treated (i.e. filtered) prior to leaving the site. The plans should indicate that pervious areas on site are maximized. This can be accomplished by, for example, using gravel and stepping stones in yard areas, rather than concrete. I Please note that the use of invasive plants is prohibited. Also, please describe water quality measures (Best Management Practices) that will be applied during construction. These may include placement of sandbags, and/or directing drainage to an on-site depression during construction. Increasing the pervious area maximizes infiltration of on-site drainage, which in turn decreases the amount of untreated runoff entering the storm drain system. Filtering runoff that must leave the site can be accomplished by means such as: directing runoff to landscaped areas; use of a permanent on-site detention basin; and/or use of a "bottomless" area drain which allows run-off to be absorbed into the ground. The goal of these measures is to increase water quality in the harbor and ocean, by redlucing and filtering the runoff that enters the storm drain system which ultimately empties into the harbor and ocean. Although runoff from a single residence may not seem consequential, the cumulative effects of each residence have a great effect on overall water quality Reduced Plans Please submit reduced 8.5" x 11 " copies of all pages of your project plans,' including any plans submitted in response to this letter, so that they may be included in the staff report.
