CITY COUNCIL STAFF REPORT
Agenda Item No. 8
May 10, 2005
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: General Services Department

SUBJECT: Special Trees
ISSUE:
Should the City Council approve the recommendations of the Parks, Beaches and
Recreation Commission and adopt the additions and deletions to the Special Tree List in
City Council Policy G -1?
RECOMMENDATION:
Approve and adopt the revisions to Special Tree List based upon the recommendations
of the Parks, Beaches and Recreation Commission.
DISCUSSION:
Background:
In October 2004, the Parks, Beaches, and Recreation Commission designated a Special
Tree Committee (STC), consisting of Chairperson Allen, and Commissioners Skoro and
Ruzicka, to provide recommendations for additions and deletions to the Special Tree List,
which is a component of Council Policy G -1 (Retention and Removal of City Trees).
The Special Tree List was adopted in 1966 and since that time has not been significantly
amended. The List includes Landmark, Neighborhood, and Dedicated trees. Landmark
Trees are identified as those individual Special Trees that possess historical significance
by virtue of their size, age, location, or species. Neighborhood Trees are Special Trees
that by their unusual size, number, species, or location lend a special character to a
residential, commercial, or business area. Dedicated Trees are Special Trees donated for,
or in the memory of, specific individuals or organizations. The goal of the STC was to
review the Landmark and Neighborhood List for any necessary additions or deletions and
provide a public outreach program to solicit nominations from the public. The Commission

requested that staff perform a separate review and update of the Dedicated Tree list, to add
trees which have been donated over the past 29 years.
Subsequently, the STC held four meetings to review and discuss the list with the general
public. The meetings were held on November 3, and November 30, 2004; January 18, and
March 15, 2005. The public was allowed to submit tree nominations to the Committee at
these meetings. Attachment A is a matrix listing existing Landmark and Neighborhood
Special Trees, as well as those trees nominated by the public.
At the final STC meeting, the Committee Members voted unanimously to approve the
revisions to the list of Landmark and Neighborhood trees.
The Parks, Beaches and Recreation Commission unanimously approved the revisions
to the Special Tree List at the April 5, 2005 meeting, and the draft list, in Council Policy
format, is included as Attachment B with additions underlined and deletions struckout.
