SUBJECT: Planning Commission Agenda for May 5, 2005
Report of the actions of the Planning Commission Regular Meeting:
Item 1: The minutes of April 21, 2005 were approved as amended. (6 Ayes, 1
Absent)
Item 2: Bayside Chevron (PA2003 -073)
301 East Coast Highway
This item was a review of suggested changes to the new service station
currently under construction at the corner of East Coast Highway and
Bayside Drive requested by the Irvine Company pursuant to private
covenants. Some of the requested changes were contrary to conditions of
approval imposed by the Planning Commission when they approved the
service station project. The items in question were:
• The design of the service station canopy
• The design and location of the monument sign
• The tree species and location at the corner of East Coast Highway
and Bayside Drive
The service station canopy was conditioned by the Planning Commission
to include a tile- covered, mansard style roof design. The Irvine Company
wanted to change the design to one having a flat roof. After discussion,
the Commission indicated they wanted the original design maintained.
The Irvine Company wanted to reduce the size of the monument sign by
eliminating decorative stone features required by the Commission. Their
concern was one of long -term maintenance. After discussion, the Planning
Commission indicated that the original sign design should be maintained.
It was suggested by The Irvine Company to install ficus trees in the area
of the monument sign, to incorporate design harmony with similar trees on
the other side of Bayside Drive. After discussion, the Commission
determined that they were willing to approve this change, after the
applicant consults with the City's Urban Forester.

Also requested was relocation of both the monument sign and trees closer
to the right -of -way line. This posed sight distance concerns for the Traffic
Engineering Division of the Public Works Department. After discussion,
the Commission indicated that these locations were flexible, but that the
final design had to meet sight distance requirements.
Item 3: Comprehensive Sign Code Update and Sign Design Guidelines (PA2003-
225)
This item was the first public consideration of an update to the
comprehensive Sign Code (Chapter 20.67) chapter of the Municipal Code,
and consideration of citywide Sign Design Guidelines. The Planning
Commission reviewed and discussed recommendations from staff and its
consultant, and received public testimony from four individuals, who spoke
regarding the efforts of the steering committee; the `comprehensive sign'
program; and the 'heritage sign' program.
The Commission discussed key "global" issues such as: Sign area
computation; number of signs and sign and individual letter height; the
proposed Comprehensive Sign Program and how it could be implemented
citywide; the proposed Heritage Sign program and how the application
process could be streamlined for those sign owners who are known to the
City already as having signs that would likely qualify; and possible
approaches for the amortization of signs made nonconforming by the
adoption of any new sign regulations and incentives for their early
removal.
Along with specific detailed changes, the Commission requested that staff
provide them with research regarding the following general areas: Sign
letter height limits; quantifiable maximum standards for comprehensive
sign programs; whether sign standards in the GEIF zoning district should
be different than other non - residential standards; the 'substitution of
messages' section and legal definition; percentage of remodel required as
a trigger to require removal of nonconforming signs; and awning projection
over public rights -of -way. They asked for additional strengthening of the
non - conforming, abandoned, and illegal sign sections; and as
recommended by staff, the Commission continued the hearing to June 9,
2005.

ITEM NO. 1.
SUBJECT: Minutes of the regular meeting of April 21, 2005.
ACTION: Approve as written and order filed.

SUBJECT Bayside Chevron (PA2003 -073)

SUMMARY: Review of proposed changes to the Bayside Chevron project for determination of
substantial conformance with plans approved as part of Use Permit No. 2003 -012
and Modification permit No. 2003 -098.
ACTION: Review the proposed plans and determine that they are in substantial
conformance with the previously approved plans.
ALL TESTIMONY GIVEN BEFORE THE PLANNING COMMISSION IS TAPE RECORDED. SPEAKERS MUST
LIMIT REMARKS TO THREE MINUTES ON ALL ITEMS. (Red light signifies when three minutes are up; yellow

ITEM NO. 3.
SUBJECT Comprehensive Sign Code Update and Sign Design Guidelines Manual
(PA2005 -091)
SUMMARY: Code Amendment No. 2005 -005 to amend Municipal Code Chapter 20.67 related to
sign standards applicable to all signs on a citywide basis with the exception of the
Newport Coast and Ridge Planned Communities, and where sign regulations are
not referenced in the Santa Ana Heights Specific Plan area and all other
commercially -zoned Planned Communities. The Balboa Sign Overlay and Mariner's
Mile sign regulations will be repealed by these proposed regulations, and their
provisions will be incorporated into the proposed ordinance. A Sign Design
Guidelines Manual is also to be considered, in order to supplement the new sign
code and establish criteria for the creation of well- designed signs and further the
intent and purpose of the sign code.
ACTION: Review and discuss recommendations to update Chapter 20.67 of the Municipal
Code and Sign Design Guidelines, receive public testimony, provide staff with
direction on any revisions and on the proposed amortization program and
incentives, and continue the hearing to June 9, 2005.
