Dear Permittee:
Attached you will find copies of the City's "Standard
Drawing" for pier installations in the Grand Canal. Also
attached are those sections of the Harbor Permit Policies
dealing with installations and boat berthing in the Grand
Canal.

The City has recently made inspections in the Grand Canal to
determine if there are violations of the Standard Drawings
and /or applicable Harbor Permit Policies . We have found
the following deficiencies with your harbor permit, as
listed below:

SUBJECT: Harbor Permits, Grand Canal
On July 12, 1988, the City of Newport Beach Marine Department
corresponded with you regarding deficiencies in your Harbor Permit
on the Grand Canal. Since that letter, the following exceptions
have been made to the stated requirements of items that needed
correction:
a. Boats will be allowed to be moored to pipes, wooden posts, or
eye bolts set in the bulkhead.
b. Flower boxes will be permitted, but they are not to exceed 12
inches above the bulkhead line.
Except for the above, all deficiencies must be corrected and all
structures on the Grand Canal must be brought into compliance with
the City's Harbor Permit Policies and Standard Drawings.
To clarify any misunderstandings and to answer questions, the
Marine Department has scheduled a meeting on November 16, 1988 at
the Carroll Beek Center on Agate Street at 7:30 P.M. All
property owners affected by the above requirements are urged to
attend.

Dear Permitee:
Harbor Permittses on urand Canal were adv;sed by
correspondence on. July 12, 1988, as to the City's intentions'
to require Perm tees to conlurm to the appropriate secticns
of the Harbor Permit Policies dealing with boat berthing,
and con orming with the st._andards for piers on the Grand
Canal.
A sec..ond letter, mai'ed Cct.ober "0,.1900. stated the
exceptions that t,jouid be allowed the above mentioned
policies.
Subsequently, a meeting was r-eid on November' 9t.h, 1988, at
the Carroll Beek,, Center on Aga.e. Street, to clarify the

32. GRAND CANAL
A. The following conditions are to be in effect and placed on each
harbor permit for the Grand Canal:
1. That the permittee shall be allowed either one pier
platform, or in lieu thereof, two shore mooring type
appurtenances per lot. Pier platforms and shore moorings
shall be constructed according to approved Standard Drawings
and Specifications issued by the Marine Department.
2. That all vessels (maximum length 18 feet) moored in the
Grand Canal shall be tied off to pier platform structures or
shore moorings. Vessels tied to the bulkhead or by
alternate methods not Ppproved by the Marine Department
shall be prohibited.
3. That the permittee shall be allowed no more than one vessel
per shore mooring.
4. That any shore mooring approved for the Grand Canal shall
display a permit number issued by the Marine Department.
5. That each vessel tied to "y pier platforms in the Grand
Canal be anchored from the stern in such a method as to
prevent the vessel from swinging into adjoining vessels or
across bayward prolongariins of private property lines.
B. There shall be no permits issued for shore moorings or pier
platforms fronting on alleys, avenues or other public easements
terminating on the Canal.
C. There shall be no new permits issued for shore moorings or pier
platforms bayward of those lots at the extreme south end and
north end of Grand Canal, unless approved by Council.
