SUBJECT: Planning Commission Agenda for May 19, 2005
Report of the actions of the Planning Commission Regular Meeting:
Item 1: The minutes of May 5, 2005 were approved as amended. (6 Ayes, 1
Absent)
Item 2: Red Rock Chili Company (PA2005 -061)
401 Newport Center Drive, Suite A106
This item is a request for a Use Permit pursuant to the Alcoholic Beverage Outlet
Ordinance (ABO) to authorize the sale of beer and wine (Type 41 ABC License) for
• on -site consumption at an existing eating and drinking establishment located within
the Atrium Court at Fashion Island. It was approved and is subject to appeal by the
public or City Council. (All Ayes)
The Planning Commission viewed this item as routine and it was approved without
questions or comment.
Item 3: St. Andrew's Presbyterian Church Expansion Project (PA2002 -265)
600 St. Andrews Road
Consideration of amendments to Resolution No. 1655, adopted December 9, 2004
recommending approval of the St. Andrews Church expansion project. The
applicant requests changes to the required parking provisions to facilitate on -site or
off -site parking. This item was recommended for approval to the City Council and is
tentatively scheduled for the meeting on June 28"'. (5 Ayes, 2 Noes)
The Planning Commission limited discussion to issues relating to parking. Nine
(9) members of the public, including representatives from Cliffhaven and Newport
Heights, spoke in opposition. Those speaking in opposition expressed concerns
relating to the adequacy of off - street parking requirements, the absence of an
offsite parking agreement, impacts to on- street parking, and the prospect of a
parking structure.
Item 4: General Plan Update — progress report
• Review of trip generation and fiscal impact analysis assumptions related to the
land use alternatives.

The Planning Commission received a presentation from Applied Development
Economics (ADE) on fiscal impact of the land use alternatives developed by the
General Plan Advisory Committee. The preliminary fiscal impact analysis was
graphically depicted for various land use options for each sub -area. The only
portion of the traffic report that was discussed is how the trip generation numbers
were used to determine the Citywide sets of alternatives that were analyzed.

routine and will all be enacted by one motion in the form listed below. The Planning Commission Members
have received detailed staff reports on each of the items recommending an action. There will be no
separate discussion of these items prior to the time the Commission votes on the motion unless members
of the Commission, staff or the public request specific items to be discussed and /or removed from the
Consent Calendar for separate action.
Members of the public who wish to discuss a Consent Calendar item should come forward to the lectern

ACTION: Approve as written and order filed.

SUMMARY: Request for a Use Permit pursuant to the Alcoholic Beverage Outlet Ordinance

ACTION: Approve Use Permit No. 2005 -014, subject to the findings and conditions of
approval.

recommending approval of the St. Andrews Church expansion project. The applicant
requests changes to the required parking provisions to facilitate on -site or off -site
parking.
ACTION: Staff recommends that the Planning Commission take public testimony and direct
staff to make changes to Resolution No. 1655 as deemed appropriate.
