Dear Mr. Melum:
I am in receipt of your letter of October 28th regarding
the deficiencies that exist at our pier at our residence
(address indicated above).
Please be advised that we are aware of the problems that
you mentioned. We are in the process of re -modeling our
home. We passed Coastal last week and hope to get the
permits to build from the City of Newport Beach this week.
Our plans do include the repair of our dock. However,
this is not expected to be completed until the end of
April, 1984.
I will advise you when this is done.

The City of.New ort Beach has received al'i application to transfer
pier permit # 1S11-4 for the propertv located at 4 Balboa Coves
Newport Beach, CA.
The structure was inspected on 10/26/83 at which time it was determined
that the following deficiencies exist:
1. Dock flotation is inadequate
2. Steel pier is rusted through, needs repair.
3. Ramp to float is dry -rotted; needs repair.

In accorda'nce with Sect -ion 10-D of the Citly Harbor Permit Policiies,:
'A'All structural deficiencies must be corrected....". A permit for
any electrical or plumbing work must be obtained from the Building
Department of the city. All other work requires a Harbor Permit.

We have recently received an application to transfer Harbor Permit
#1011-4 from N. E. Crouse to you.
As you are aware, the City Council Harbor Permit Policies, Section
10 (b) requires that "whenever a permittee sells the abutting upland
property, a request shall be made to the City to transfer the permit.,
Forms for this purpose may be obtained from the Marine Department.
Failure to apply for a transfer within 30 days from the date that
the abutting upland property changed ownership will result in an
additional fee by the City."
It is our understanding that you purchased the property at #4 Balboa
Coves from Stephen McNash. Therefore a transfer of the permit from
Crouse to 14c Nash will have to be completed and the corresponding
fee paid prior to the transfer of the permit to yourself.

your Pier Permit #1011-4. 1 double checked our records and found
the permit is registered to N. Crouse, as stated in our letter of
February 3, 1977.
As stated in the prior letter, a transfer form must be completed
and forwarded to this office along with the $150 fee as required
by City Ordinance 17.24.030.
The required form is enclosed and we have completed the form
except for the needed signatures. Please sign and forward with
your check to this office within thirty (30) days.
