Dear Sirs:
The City of Newport Beach Harbor Resources Office has received a request to transfer
the above noted pier permit for #8 Balboa Coves. The facility was inspected on March 6,
2001. We cannot transfer the pier permit until the following deficiency has been
corrected and we have been notified of the correction:
The electrical outlet on the dock needs to be either GFI or Twist Lock for use in a water
environment.
The Newport Beach City Council Harbor Permit Policies require that at the time of
transfer, all harbor structures shall be inspected for compliance with the City's minimum
standards, and the conditions of the existing permit. All structural deficiencies must be
corrected prior to transfer of the permit.
Please advise this department when the above deficiencies have been corrected. Call 644-
3043 if you require additional information in regards to this matter or to request a re -
inspection.

Dear Mr. Donnelly:
It appears that a crescent shaped mound has been created by the storm
drain adjacent to your dock and extended into the navigational
channel, in addition to extending into your permit zone. When we met
on June 51h with the dredging contractor, he felt that one days worth of
dredging, approximately $1,500.00, would be sufficient to remove the
mound in both areas. The City has responsibility for removing the
mound from the navigation channel and we have agreed to share the
cost of that one days dredging with you on a 50-50 basis.
Please contact me at 644-3041 if this is satisfactory to you or if you have
any questions. Once we receive your check for $750.00 we will contact
the dredger and have the work done. At this time we are proposing to
pump the sand up against the existing bulkhead and if possible move it
onto the private beach adjacent to your property on the easterly side.

Dear Mr. Melum:
Reference is made to your letter dated July 21, 1997 in which you submitted on behalf
of Mr. Donnelley at #8 Balboa Coves, a notification for the maintenance dredging of 10 cubic
yards of sand and silt material by hydraulic suction and disposal of the dredged material on
the adjacent beach.
Based on the furnished information, we have determined that the proposed
maintenance dredging activity complies with the terms and conditions of Permit No. 89-211-
GS provided that Mr. Donnelley's contractor does not exceed the maximum dredging design
depth of -5 feet MLLW with a maximum allowable overdepth of -1 foot MLLW.

7031d.5, Business and Professions Code). Any City or County which requires a permit to construct, alter,
improve, demolish, or repair any structure, prior to its issuance, also requires the applicant for such permit
to file a signed statement that he is licensed pursuant to the provision of the Contractors License Law
(Chapter 9, commencing with Section 7000) of Division 3 of the Business and Professions Code) or that
he is exempt therefrom and the basis for the alleged exemption. Any violation of Section 7031.5 by any

14, 1994, at which time it was determined that it conforms to City
standards.
Once the Marine Department has received the original pier transfer

Sirs:
The City of Newport Beach Marine Department has received a request
to transfer pier permit 0011-0008-1 for the property located at #8
Balboa Coves, Newport Beach, CA. The facility was inspected on
September 28, 1994.
We cannot transfer the pier permit until the following deficiency
has/have been corrected and WE HAVE BEEN NOTIFIED OF THE
CORRECTION:
1. The electrical receptacle must be GFI or twist lock to be used
in a water environment.
2. A City -approved anti -syphon device is required at the water
connection for the water supply to the pier and float. A sketch
showing the approved type of device and its installation is
enclosed. The device presently on the water service is no longer
an approved backflow prevention device. This requirement is in
accordance with Title 17 of the California Administrative Code.
A permit for plumbing or electrical work may be obtained from the
Building Department of the City.
The Newport Beach City Council Harbor Permit Policies state:
10.D. "At the time of transfer, all harbor structures
shall be inspected for compliance with the City' s minimum
plumbing, electrical and structural requirements, and the
conditions of the existing permit. All structural
deficiencies must be corrected prior to transfer of the
permit."
PLEASE ADVISE THIS DEPARrlly I' WHEN THE ABOVE DEFICIENCIES HAVE BEEN
CORRECTED. When we have been notified, the structure will again be
inspected and when the requirements have been met the pier permit
will be transferred.
