The scope of the job was replacement of several of the timbers and the facia. This requires a City of Newport Beach Maintenance Permit issued through the Fire and Marine Department Marine Environmental Management Division. Section 3.A. of the Harbor Permit Policies states: "No person or agency shall build, maintain, extend or make structural alterations on any building, pier, piling, bulkhead, sea wail, reef, breakwater, or other structure in, upon or over the waters of Newport Harbor or the Pacific Ocean or any other water where the tide ebbs and flows within the City, without first obtaining a written Harbor Permit to do so from the City's Fire and Marine Department." Mr. Barrett stated that he would come into this office and obtain said permit. To my knowledge this has not happened to date. Has Mr. Barrett finished the job? An "after the fact" permit must be taken out by you or your contractor. According to the Municipal Code the homeowner is ultimately responsible for all permits and there may be penalties added to the usual permit fee. Bay Ave, Escrow 9986-JM Dear Sirs: The City of Newport Beach Marine Department has received a request to transfer pier permit 0117-1336-1 for the property located at 1338 West Bay Avenue, Newport Beach, CA. The facility was inspected on 3/1/94. . We cannot transfer the pier permit until the following deficiency has/have been corrected and WE HAVE BEEN NOTIFIED OF THE a( w ORRECTION: 4 e` 1. A City -approved anti -syphon device is required at the water connection for the water supply to the pier and float. A sketch showing the approved type of device and its installation is enclosed. 2. The electrical outlets on the dock must be GFI or twist lock receptacles for use in a water environment. The Newport Beach City Council Harbor Permit Policies state: 10.D. "At the time of transfer, all harbor structures shall be inspected for compliance with the City°s minimum plumbing, electrical and structural requirements, and the conditions of the existing permit. All structural deficiencies must be corrected prior to transfer of the permit." A permit for plumbing or electrical work may be obtained from the Building Department of the City. PLEASE ADVISE THIS DEPARTMENT WHEN THE ABOVE DEFICIENCIES HAVE BEEN CORRECTED. When we have been notified, the structure will again be inspected and when the requirements have been met the pier permit will be transferred. Included in requirements for transfer of the pier permit is the $300 transfer fee and the signed transfer card. You can telephone 714-644-3044 to request a reinspection of the structure.
