For reasons that are completely my fault, your pier permit payment for the calendar year 2001 was just
recently Credited against your bill. If you receive a statement for 2001 with penalties, please disregard
unless you receive it again in May. If that occurs contact me and I will make sure your balance owed is
zero.
I wear may hats here with the City and handling these payments when they come in with the pier transfer
process sometimes get lost in the shuffle. Again sorry for any concern this might have caused on your

Sirs:
The City of Newport Beach Harbor Resources Office has received a request to transfer
the above noted pier permit for 1344 West Bay Avenue. The facility was inspected on
November 16, 2000. We cannot transfer the pier permit until the following deficiency has
been corrected and we have been notified of the correction:
A new Backflow Prevention Device must be installed at the facility. The purpose of this
device is to protect the domestic water system from being contaminated by sea water.
A drawing of an approved device and a drawing showing a typical installation is
attached. The device that is in use currently no longer is accepted by the State of
California Health Department and must be updated.
The Newport Beach City Council Harbor Permit Policies require that at the time of
transfer, all harbor structures shall be inspected for compliance with the City's minimum
standards, and the conditions of the existing permit. All structural deficiencies must be
corrected prior to transfer of the permit.
Please advise this department when the above deficiencies have been corrected. Call 644-
3043 if you require additional information in regards to this matter or to request a re-
inspection.

EXECUTIVE DIRECTOR'S DETERMINATION:
Pursuant to PRC Section 30624, the Executive Director hereby determines that the
proposed development, subject to Standard and Special Conditions as attached, is
in conformity with the provisions of Chapter 3 of the Coastal Act of 1976, will
not prejudice theability of the local government to prepare a Local Coastal
Program that is in conformity with the provisions of Chapter 3, and will not
have any significant impacts on the environment within the meaning of the Cal-
ifornia Environmental Quality Act. Any development located between the near=
est public road and the sea is in conformity with the public access and public
recreation policies of Chapter 3.
Additional reasons for,this determination, and for any special conditions, may
be discussed on the reverse (Page 2).
NOTE: The Commission' -s Regulations provide that this permit shall be reported
to the Commission at its next meeting. If one-third or more of the appointed
membership of the Cornission so request, a permit will not be issued for this
permit application. Instead, the application will be removed from the admin-
istrative calendar and set for public hearing at a subsequent Commission meet -
ting. Our office will notify you if such removal occurs.

proposed development, subject to Standard and Special Conditions as attached, is
in conforirity with the provisions of Chapter 3 of the Coastal Act or 1976, will
not pre,udice the ability of the local government to prepare a Local Coastal
Program that is in conformity with the provisions of Chapter 3, and will not
have any significant impacts on the environment within the meaning of the Cal-
ifornia Environmental Quality Act. Any development located between the near-
est public road and the sea is in conformity with the public access and public
recreation policies of Chapter 3.
Additional reasons for this determination, and for any special conditions, may
be discussed on the reverse (Page 2).
!OTE: The Commission's Regulations provide that this permit shall be reported

The staff of the State Lands Commission has received your

relative to the proposed remodeling of your existing dock in
Newport Bay.
This is to advise that the tide and submerged lands over
which the proposed project will extend are sovereign lands of
the State of California that the Legislature granted in trust
to the City of Newport Beach. Therefore, you need not apply to
the State Lands Commission for project authorization. You
should, however, apply to the City of Newport Beach for any
necessary permits or approvals. You should also apply to all
other agencies having approval authority.
