The above dock was inspected by The Harbor Resources Division of the City of
Newport Beach at the property mentioned above.
We cannot transfer the pier permit until the following deficiencies have been corrected
and the property has been re -inspected:
1. It needs a new testable Backflow Prevention Device installed (please see diagram).
2. It needs a GF1 (ground fault interrupter) on the electrical line to the dock
The Newport Beach City Council Harbor Permit Policies state:
1 O.D. "At the time of transfer, all harbor structures shall be inspected for
compliance with the City's minimum plumbing, electrical and structural
requirements, and the conditions of the existing permit. All structural deficiencies
must be corrected prior to transfer of the permit."
Please call 949-644-3044 to request a reinspection. Once the property has passed
reinspection and we have the signed application, the pier will be transferred.

The PolyPontoon was developed in 1968 after years of research and development
with major chemical, plastic, and oil companies, as well as government
agencies, and private marinas. The PolyPontoon is an unsinkable combination
of a polyethylene covering over a polystyrene foam block(billet). This thick,
high-density covering is not effected by gasoline, oil, all petroleum solvents,
and hydrocarbons, as well as marine borers. The foam polystyrene filler supports
the float in the event of puncture. The polyethylene covering is a rigid, yet
somewhat flexible covering which has great resistance to impact from boats
as well as floating debris. In the event of puncture it can be patched with an
ordinary soldering iron.

The staff of the State Lands Commission has received your letter dated
January 21, 1985 and copies of the permit drawing relative to the proposed
remodeling of your client's docking facilities in Newport Bay.
The tide and submerged lands over which the proposed project will extend
are sovereign lands of the State of California that the Legislature granted in
trust to the City of Newport Beach and you need not apply to the State Lands
Commission for project authorization. You should, however, apply to the City of
Newport Beach for any necessary permits or approvals. You should also apply to
all other agencies having approval authority.
This action does not constitute, nor shall it be construed as a waiver
of any right, title, or interest by the State of California in any lands under
its jurisdiction.

G. Revocation of Permit: The rights given under ;this permit, are permissive

times. Failure to repairp when written notice has been.given by the
Marine Department, shall be cause.for the revocation of the permit.

5. ISSUING OF PERMITS
�'A. The�Marine Department without City Council approval is authorized to
approve � and issue new permits-and...revisions.to.existing,permits that
conform to.the'standard harbor drawings and the adopted Harbor Permit
:Policies in conjunction with plan reviews by the Public Works Department
and the issuance of a -Building Department - permit when applicable.
B., Prior approval of the City Council will be required- b�!f ore the Marine
Department may issue any permit that does -not conform to the standard
harbor drawings and the adopted Harbor Permit Policies.*
C. Prior approval �of the City Council will also be required before issuing
a permit for,shore-connected structures when:
1. The abutting upland property is a dedicated publi c right of way
�except along the Grand Canal on Balboa Island.
