It's my understanding that you and I have discussed this situation by telephone, and as I mentioned to you at that time, the City is essentially following the layout and design guidelines for small craft and berthing facilities provided to us by the Department of Boating and Waterways. We have uniformally enforced the maximum slope requirement for the last several years and all of the marine contractors within the harbor have had to comply. We realize that in some cases, particularly with the retrofit, this presents a problem, however, it has been uniformally applied and at this point and time, we feel no need to revise those requirements. After the initial plan check, we were required to provide additional information and make several changes in our plans to comply with the current Design Criteria and Standard Drawings for Harbor Construction. We have accumulated the necessary information and have changed our plans to meet or exceed the Harbor Construction criteria with one exception, the minimum slope requirements for the gangway. The existing gangway is 20.0 feet long and has a slope of 2:0:1 at a M.L.L.W. of -2.0 (This was computed using a Top of Bulkhead Elev. of 9.0 M.L.L.W., and assuming Bottom Gangway Ramp Elev. of 0.0 M.L.L.W. The distance from the pier to the boat slip is 16.0 feet). In order to comply with the maximum slope requirement of 2.5:1, the new gangway will need to be 24.0 feet long. This additional length will infringe upon the minimum walkway clearances on the boat slip as required by Harbor Construction STD-608-L. (Note: The homeowner would like to maintain existing gangway length and conditions.) We would appreciate your assistance in reaching a solution agreeable to all concerned parties.
