The following is a complete list of applicants for the District 5 Council position.
Applications are attached for your review, as well as the parameters for the conduct of
the interviews and the appointment. The applications are also available on the City's
website.

INTERVIEW AND SELECTION PARAMETERS
DISTRICT 5 COUNCIL VACANCY
1. Date and time of interviews: Tuesday, June 21" at 6:00 p.m.
City Council Chambers
2. Length of interviews: Approximately 25 minutes, with each candidate being
offered a 5 minute introduction and a 2 minute closing
statement.
3. Order of candidate interviews: Randomly selected, names drawn from a hat.
4. Candidate location: Candidates will be kept together in the Council conference
room, will be called into the Chambers for their individual
interviews, and will return to the conference room after
each interview has been concluded. Candidates will be
allowed in the Chambers after the last candidate has been
interviewed.
5. Ouestion s: Each Council Member will be allowed to ask each candidate
questions he deems pertinent to the selection process.
6. Public Input: The public will be allowed to comment on the candidates and the
selection at the conclusion of all the interviews.
7. Selection: Discussion of the candidates will take place after the last interview
has been conducted. The selection of the District 5 Council Member
will follow the discussion.
8. Swearing -In: The swearing -in ceremony will be held after the selection has been
made.
9. Number of District 5 candidates: 6
10. Cable TV: The City Council meeting with candidate interviews will be
televised live on the local cable channel.

The voting procedure will be as follows:
• The voting will be by paper ballot and the City Clerk will tabulate and announce
the results, including the vote tally.
• Each member of the Council will cast one vote. In order to be appointed, the
nominee must receive at least four votes.
• If there is a tie vote, ballots will be distributed to the Council Members to vote for
the tying candidates only.
• In the event that no one receives four votes, applicants receiving zero votes on any
vote taken will be dropped. The Council will cast votes from the list of the
remaining applicants. In any subsequent balloting if any two candidates receive
five votes collectively, applicants receiving one vote will be dropped.

Former position as Commissioner for the Parks Beaches
and Recreation Commission for 8 year term, two years as
chairperson afforded me an opportunity to experience the
inner- workings of the City's operations while achieving
specific goals.
As a candidate in the 2000 City Council race for District 5,
I earned the 3`' highest number of votes out of 9 candidates;
less that a 1,000 votes from the District 5 winner. I believe
this establishes a positive voter response to my positions
held on issues affecting the city's future.

City Council Summary
I have been quite active in Newport Beach and feel that my vast experience in problem
solving, negotiating, community and government experience and "hands on" service will
be invaluable as a member of the City Council. I currently serve as a member of the
Economic Development Committee, Zoning Review Committee, Centennial Committee,
BIIA, 552, plus my Chamber activities.
As a member of the Commodores Club of the Newport Beach Chamber of Commerce, I
designed and oversaw the construction of the BBQ Grille donated to the Newport Beach
Firemen. Since that time I have expanded the Grille to have the capacity to do pancake
breakfasts by acquiring a griddle and modifying it to fit the Grille. The Firemen's Grille
is now being used throughout the community. Additionally when the firemen were
delayed in their project to restore their 1921 Firetruck due to the lack of available parts, l
was able to find a "parts" truck to complete their restoration.
I have no business conflicts in the City of Newport Beach since my business activities are
outside the City. I am a fiscal conservative and have the ability to get the most "Bang for
the Buck ".
I have worked throughout the community in several civic organizations and committees.
Through this volunteer work, I have been able to identify problems in the community
and, contrary to others who have vied for this position, have solutions for these problems.
As a former Mayor of the City of Paramount, I laid the groundwork for redevelopment of
the entire city which was the remnants of a dairy community. This required modifying
the Zoning and General Plan for the community that was inherited from the County of
Los Angeles prior to incorporation. As President of the Jaycees, the Jaycees built the first
new park in the community which led to the parks program in existence today. I started
the tree planting program planting over 500 trees throughout the community (trees were
planted using a method that prevented them from raising the curb and sidewalks,
something we could use here in Newport Beach).
The following I perceive as some of the current issues that need leadership and need to be
resolved:
Airport: We need to be diligent in our efforts to maintain the status quo regarding the
expansion of the airport and number of flights, flight pattern as well as the flight curfew.
Whatever effort it takes, we need to gain control of the airport activities and become the
lead agency for decisions made regarding the health and welfare of Newport Beach.
General Plan: This is the future of our community. We need to provide the leadership in
the community to expedite the General Plan, streamline it and bring it to the public. This
is going to require workshops and an outreach program throughout the community. This
needs to be a priority in order to bring it to a vote next year. I feel that my previous
experience qualifies me for this task.
Traffic: A great concern for our community is the PCH traffic through Newport Beach. I
feel that I have a solution that would eliminate up to 201/o or more of the traffic through
Corona Del Mar and Mariners Mile. I feel that this could be done at NO Cost to the City.
Doors need to be opened and this can be accomplished only by a member of the City
Council with support of the council members.
City Hall: I made a presentation in front of the City Council regarding the construction
and financing of a new City Hall. As a member of the City Council I am confident that I
could use my experience to bring this project to fruition with no initial outlay from the
City and institute a program to aid in retiring the debt through wise use of the parking
structure. I believe that a considerable amount of the debt could be retired by income
from the parking structure and yet making it available to the public doing business in City
Hall for free.
These are just four issues that face our community. I believe as a member of the City
Council I can succeed in a resolution to these and other issues. During my previous
council experience, availability to members of the community is essential no matter how
large or small the issue. It is my job to be available at all times to listen individually, meet
with community groups (in which I will still be active) and work to resolve community
problems and maintain Newport Beach as the prestigious community where we live.
I feel that it is important to work with City staff in resolving community problems,
programs and issues. They are the backbone of the community. As a member of the City
Council, it is our job to provide direction through the City Manager for the operation and
development of the city. The City of Newport Beach enjoys a well qualified, professional
and caring staff. I have developed a special respect for them through my activities as a
member of the recent Centennial and Rose Float committees, Relay for Life and other
committees and contacts I have made through the years.
In conclusion, I have the experience, knowledge, patience and vitality to serve this
community. I would like the opportunity to do so.

As a two time 5th District Council Candidate (1996 & 2000) and a
life long Republican., I would very much appreciate the opportunity that
this aDDOintment would offer. In the 2000 election I garnered nearly,
4500 votes without taking any contributions; spending about $2,000. of
my own money. My opponent spent over $100,000. and got a little over
12000 votes
I believe the electorate in District 5 and throughout the city liked
what I had to say. They want a representative who can look to the future
and recogrrize significant issues and take action before they become
Droblems.
Many of the issues that were at the forefront' of the 2000 and 2004
elections were first brought` forth by me back In 1996. These issues
include controlled development, which does not mean no development. The
current General Plan update will do much t'o alleviate this as a problem;
so that Greenliaht elections can be held to a mimimum. Another idea

Statement of Qualifications And Reasons For Wishing To Serve On The Newport Beach City Council
I bring a unique set of skills and experiences to municipal government with over 25 years of continuous
involvement in municipal affairs. I have experience as an urban planner, a planning and land use consultant, the
director of a municipal planning and redevelopment agency and a member of municipal commissions that
review development projects and advise city councils. These experiences provide me a perspective from all
aspects of municipal government that few others possess.
I studied Architecture and Urban and Regional Planning at California State Polytechnic University San Luis
Obispo and California State Polytechnic University Pomona. 1 have a Bachelors Degree in Environmental
Design with an emphasis in Urban Planning from California State Polytechnic University Pomona and did post
graduate work in Urban and Regional Planning at the same institution.
Upon completing his college education I was employed by the City of Huntington Beach California Planning
Department. In 1976 1 was appointed Director Of Planning and Environmental Resources. At that time the
department was one of the largest municipal planning organizations in the state. During my tenure I supervised
the creation and adoption of the General Plan for the entire city, the writing and adoption of a new Zoning Code,
the creation and adoption of the Local Coastal Plan, the writing and adoption of a new City Sign Ordinance and
administration of the city's Housing and Community Development Block Grant Program. I also was at the same
time the city's first Redevelopment Agency Director and oversaw the creation of five Redevelopment Project
areas and the adoption of two Redevelopment Plans, including the Downtown Redevelopment Plan.
have extensive experience in municipal budgeting and administration, including experience as part of an
interdepartmental budgeting team of department heads who had to develop severe budget cuts in anticipation of
the passage of Proposition 13 and still provide levels of service to the community that residents expected. My
experiences provide me a strong knowledge base in the workings of all departments typically found in a
municipal organization.
Prior to working at the City of Huntington Beach I worked for CST Engineering, Newport Beach, California doing
site and subdivision planning and design.
In 1978, after my tenure at the City of Huntington Beach I became Director of Land Development for Cadillac
Fairview Homes West, Newport Beach California. I was responsible for or part of the team for the planning
entitlement and development of planned residential community projects in California ranging from 100 to over
3000 homes.
In 1984 1 began planning, entitling, and developing planned residential communities specializing in balanced
communities containing housing, commercial services, employment, schools, parks and needed community
infrastructure. In these capacities I have planned and developed planned residential projects ranging from 400
to 4200 residential lots.
In addition, I have provided urban planning and land use consulting services to numerous clients over the years.
During these years my planning and entitlement activities required a close working relationship with various
municipal and county governmental organizations which kept me abreast of the changes in laws and procedures
affecting municipal government.
I have been a member of the City of Newport Beach Planning Commission since July 1995, and was selected
by my colleagues to serve three terms as chairman. I have served on the city's 1997 Zoning Code Update
Committee and General Plan Advisory Committee. Currently I am on the city's Local Coastal Plan Advisory
Committee and the Ad Hoc Committee For Revisions To The Zoning Code. I have been a member of the City's
Economic Development Committee since 1995 and have been Chairman since 1998. 1 am also involved in the
Corona del Mar Business Improvement District and have helped create the Vision Plan for the improvement of
the business district. I am also a member of the board Of Directors of Speak Up Newport. After my employment
with the City of Huntington Beach and prior to moving to Newport Beach I was a citizen member of the City of
Huntington Beach Design Review Board.
I have been a resident of Newport Beach since November 1979, residing in Corona del Mar until December
2000 at which time I moved to District 5.
As a long time resident of Newport Beach I have an interest in community affairs. I am interested in maintaining
and improving the quality of life of the residents of our city. This involves the understanding of the complex
relationships between environmental and economic concerns that need to be balanced to maintain a community
that is a desirable place to live and is fiscally strong and balanced. I believe that over that past decade of my
service to the community I have demonstrated the dedication, knowledge and leadership qualities needed to
become a part of the current city council.
Although I have only been a resident of District 5 for the past 4'/2 years, my decade of community service in
Newport Beach has continually involved District 5 and I feel I have a strong foundation of understanding
neighborhood concerns and the issues facing the district and would be an excellent choice to represent its
constituents.

As many of you know, I ran for the District 6 seat for the Newport Beach City
Council in 2002. 1 am the only candidate currently under consideration for the District 5
seat, that has received over 10,000 votes from the residents of Newport Beach, which
may alleviate any concerns about the Newport Beach City Council appointing a person
versus having a special election at this time.
During my campaign, I realized that I could truly make a number of contributions
to the City of Newport Beach, and thus quickly went to work. I was immediately
appointed to the board of directors and executive committee, as treasurer, for the Corona
del Mar (CDM) Chamber of Commerce for 2003, 2004, and 2005. 1 was also appointed
and then elected as Vice President to the Corona del Mar (CDM)Business Improvement
District Board of Directors for 2003, 2004, and 2005. In that role, I worked, in
conjunction with the City of Newport Beach, to assist in the relinquishment of PCH.
Additionally, I decided to launch the first Coastline Car classic, which grossed over
$50,000, for the CDM Chamber in 2004. 1 am again chairperson for the 2005 Coastline
Car Classic, to be held at big Corona Beach in Corona del Mar on 9/11/05.
For the past 2 years, I have been chairperson of the board of directors for the
CDM Centennial Foundation, which raised over $450,000. Included in this effort is the
development of a $200,000 Centennial Clock Tower Plaza.
I served as a City Council Person for Fountain Valley for almost 9 years, of which
two years, I was Mayor. While on the Council, I served on the Sanitation District,
SLAG, League of Cities, and numerous other boards. I was also the Founding
Chairperson of the Cable TV (P.C.T.A) Board, which constituted a joint powers
agreement with the cities of Huntington Beach, Fountain Valley, Garden Grove, and
Westminster. My former Council experience afforded me the opportunity to work at the
city, county, state, and federal government levels. I understand what it takes to coordinate
and bring together the constituency and multiple levels of government, in order to meet
the major needs of a city. I was also elected by the residents of Laguna Nigel to the Board
of Directors, which was, in essence, the Laguna Nigel Community Council until Laguna
Nigel became a city.
Regarding my business experience, I have over ten years in marketing and real
estate with Shell Oil Company and over 4 years in the same capacity with Jack- in -the-
Box. These two opportunities enabled me, at a young age, to learn how to work with
many cities in planning. In addition to this experience, for twenty years, I was involved
with the development of shopping centers, apartments, and condominiums, all of which
were environmentally approved.
I have the time, the talent, and perhaps, most importantly, the desire and
inspiration to serve the City of Newport Beach, as the next Council Representative for
District 5. It is critical to preserve the air and water quality, manage traffic, and approve
an effective general plan, in order to continue to provide the quality of life that the

I would like to recommend Bernie Svalstad to fill the District 5 seat on the Newport
Beach City Council. Bernie has extensive experience in local city, state, and federal
govermment. He was formerly city council man and mayor of Fountain Valley for a
period of 9 years. During the last several years, Bernie has been on several boards, which
include: the Corona del Mar Business District, the Corona del Mar Chamber of
Cortunerce; and, recently, as chairman of the board of the Corona del Mar Centennial
Foundation. As chairman, Bernie launched the Corona del Mar Centennial celebrations
and i,, currently preparing to begin building the commemorative Corona del Mar
Centennial Clock Tower Plaza. Additionally, Bernie worked on the relinquishment of
Pacific Coast Highway, as vice president of the Corona del Mar Business Improvement
District Board. Presently, Bernie is the chairman of the million - dollar fimd raising
campaign for the park to be located between Avocado and McArthur Blvd, behind the
libraiy.
Bernie is a man of integrity, who works hard and knows how to work effectively for our
city of Newport Beach. I ask you to seriously consider Bernie Svalstad for the Newport

With the recent appointment of Steve Bromberg to fill a judicial vacancy, it has come to
my attention that the Newport Beach City Council is seeking to fill the vacancy left by
Mr. Bromberg.
I am pleased to recommend Mr. Bernie Svalstad for the District 5 vacancy on your
council. Mr. Svalstad is a 20 year resident of Newport Beach, a very active member of
the Corona del Mar Chamber of commerce, and helped lead the Corona del Mar Business
Improvement District since 2003.
Perhaps most importantly in these times of fiscal challenge Mr. Svalstad combines a
financial services professional background with prior experience serving on the city
council of the nearby Orange County community, Fountain Valley.
Thank you for your leadership and the leadership of all of your colleagues on the city
council. Your efforts make it a joy to represent the 701h Assembly District in Sacramento.

as you are well aware by now, Bernie has had nine years experience as a city councilman and was former Mayor of Fountain
/alley. Bernie and I were both members of and led our respective Jaycee chapters at around the same time, Bernie in Fountain
/alley, and me with the Jaycee chapter in Newport Beach. Bernie was a successful councilman in Fountain Valley, taking on some
lard issues to protect the citizens and local businesses of that city. From that, Bernie has developed a strong political network in
he state and federal arena's, and I know Bernie will be very successful in communicating the needs of Newport Beach to our state
and federal governing bodies, most notably the need to get the lower bay dredged.
