RECOMMENDATION:
Confirm Council Member Heffernan's appointment of Adam Boettner to the District 7 at-
large seat on the Environmental Quality Affairs Committee (EQAC).
DISCUSSION:
The District 7 at -large seat on EQAC is open, and Adam Boettner had applied for the
position. After reviewing his application (attached) and talking to Mr. Boettner, Council
Member Heffernan wishes to appoint him to EQAC.

In the Concerned Citizens of Costa Afesn r. 32° District Agricultural Association (1986) 42 Cal. 3d 929
decision, the California Supreme Court stated that members of the public hold a "privileged position" in the
CEQA process. As a geologist, environmental scientist, and proud citizen of Newport Beach I completely
concur with the Court's opinion, and moreover, am interested in offering my time and talents to the City of
Newport Beach's Environmental Quality Affairs Citizens Advisory Committee. I have both a drive and a
passion to give my time and talents, and hope that by sharing them I can bring value to this community.
I have lived in Newport Beach for over 1.5 years and in that time have grown to greatly appreciate all it has
to offer its citizens; it is where 1 want to call my home for many years to come. For the past 7 years I have
worked as an environmental scientist in both research institutions and environmental consulting firms in
Wisconsin, Pennsylvania, and here in Orange County California. I have had experience working on a
variety of projects in the US, Central America and the Caribbean. Having worked in both research and
consulting I believe I can offer a unique perspective to this committee. My experience is multi-
disciplinary, in that my projects have encompassed a variety of environmental topics. I have assisted in the
preparation and review of CEQA Initial Studies, RCRA Closure Plans, Environmental Assessments and
Environmental Baseline Studies, participated in various ground water, surface water and soil /sediment
studies, and helped develop electronic field data collection systems, web -based Geographic Information
System (GIS) reporting tools, and a variety of data management applications.
In January of 2005 1 was fortunate enough to start a newjob opportunity as an independent environmental
consultant. I currently work for various environmental consulting firms in the Orange County area on
projects across the US. Being an independent consultant has given me the opportunity to be more flexible
with nny schedule, ultimately nnaking it possible for me to fulfill the time requirements of (his Committee
position. I believe my background as an environmental scientist and my commitment to this community
makes me an ideal candidate for the At -Large Position currently open in the Environmental Quality Affairs
Citizens Advisory Committee. I appreciate the opportunity to submit this application and would be

Mr. Boettner provides technical support on multi - million dollar projects for high -end

clients such as the Department of Energy (NPR, Hanford), Raytheon, Sempra
Energy, Boeing, Goodrich, Lasmo Oil & Gas, Eni Oil & Gas, and Carlton
Communications with project locations throughout the globe. His experience
ranges from data management, technical support on CEQA and environmental
assessment (EA) documents, ground water and soil investigations, electronic field
data collection systems and GIS.
For Raytheon in Goleta, CA, Mr. Boettner completed a CEQA Initial Study in
preparation of site closure. He updated the site's RCRA Closure Plan and is in
charge of developing all associated Work Plan and Sampling Plan documents. His
additional responsibilities range from developing bid documents and choosing
subcontractors to conducting and overseeing field activities. Mr. Boettner interacts
regularly with agency personnel in charge of overseeing the project and has
assisted in negotiations that have been successful in closing 2 of the 3 hazardous
waste units at the site.
Mr. Boettner assisted in the preparation of EAs and property baseline studies for
the US Air Force Space Command and the US Army National Guard for the
expansion of the Camp Guernsey firing range in Wyoming into a joint services anti
terrorist training facility. Helped develop public contact list and disseminated
information to interested parties.
Mr. Boettner was part of a team that assisted a major multi - national law firm in
preparing and presenting a settlement proposal as a result of a CERCLA
Response Cost Complaint fled against a large aerospace company. The team
also developed a analytical database and GIS system to facilitate a deep
understanding of the historical site conditions and the relationships of the site to
adjacent sites of interest. The information stored in this system was used to
conduct a technical evaluation and fate and historical perchlorate transport
modeling effort. By organizing and understanding all of the historical information,

the team was able to help the legal council develop a technically sound strategy
and rationale for crafting a settlement proposal to the plantiffs.
For the Hanford Superfund Site in eastern Washington State, Mr. Boettner is
currently serving as the database manager for a project designed to create a weir
based Environmental Data Management System. He oversaw the development of
database conversion tools to merge historical data from Hanford databases into an
electronic format capable of entry into a GIS based data management system
capable of displaying the data in 3- Dimentions and performing risk assessment
calculations.
Mr. Boettner is assisting in the development of a comprehensive PCB Data
Management System for Sempra Energy. The system streamlines the PCB Mega -
Rule compliance requirements by utilizing a central database that stores all the
field data, pipeline information, sample scheduling information, and laboratory
analytical results. The data can be accessed by standard reports and a web -
based GIS. He developed the Data Management Plan outlining the processes for
collecting and submitting field data and laboratory analytical results, and worked
closely with programmers to develop the central database and associated web -
based GIS.
For a large aerospace and defense industry supplier, Mr. Boettner helped to
develop a Manifest Database system to support two of the companies
manufacturing facilities. The system stores hazardous and non - hazardous waste
manifests from the mid 1980's to present. The manifests are stored in electronic
format and can be rapidly queried and viewed through this easy to use system.
For Boeing, Mr. Boettner is part of a team of consultants who are tasked with the
ongoing streamlining of the companies Environmental Data Management System
(EDMS) and its associated data management processes. All environmental
consultants who are working on projects included in the EDMS system are
required to collect and submit data in the standardized format outlined in this data
management process. The processes include field data collection and submittal,
laboratory analytical reporting, document management, and web -based GIS.
Mr. Boettner assisted in the development of a 100% electronic Feld data collection
system for the Naval Petroleum Reserve No. 2 in central California. Using state of
the art, sub -meter accuracy hand held GPS systems with integrated PDAs the field
team was able to capture over 4000 features and 5000 photographs covering a
10,500 acre area in 44 days. The data captured in the field was available on the
web for all project personnel to view within 24 hours. Mr. Boettner maintained the
onsite GIS project and uploaded all of the GIS and data to a web -based GIS
system daily. This gave the project manager the most current data and the ability
to manage the entire project from offsite.
Mr. Boettner led a team of Integrated Environmental Services Inc. (IESI)
employees to document current company work processes, identify areas that could
be streamlined, and suggest and implement time and cost saving measures. As a
result, the team identified a number of companies to subcontract the most time
consuming and costly aspects of the data management and GIS processes, saving
clients 50% to 80 %. He identified potential subcontracting companies, created test
packages to assess the subcontracting companies work products, and performed

onsite audits.
For the ENI company in Carson, CA, Mr. Boettner manages Environmental Data
Management System (EDMS) for a 76 acre Brownfield site currently undergoing
remediation and redevelopment. He overseas all quarterly groundwater monitoring
reports and assists in developing Work Plans and Sampling Plans for groundwater
contamination and delineation studies. Mr. Boettner interacts regularly with
agency personnel in charge of overseeing the project.
For Carlton Communications, Mr. Boettner is part of a project team that is
responsible for reviewing all environmental claims submitted by a purchasing party
from the sale of 38 properties in 12 different countries, of which Carlton
Communications has retained a portion of the environmental liability. Site visits
and personnel interviews were conducted at numerous facilities and invoice costs
are reviewed quarterly for legitimacy and accuracy.
Mr. Boettner led the development and quality control of various applications used
to reformat analytical and geological data into one standardized format. These
applications are used by IESI to convert data from any electronic format into IESI
standardized format such that the data can be queried and displayed on GIS or
reports.
Mr. Boettner served as the database manager for a 343 -acre former aircraft
manufacturing plant that underwent redevelopment into mixed use commercial
office and residential centers. He assisted in analyzing historical trends in the
analytical data and recommended a program designed to cut laboratory costs
during the next phase of demolition and redevelopment. He oversaw all regular
database updates, QC, and created queries used in reports and on GIS projects.
For the Raytheon Company in Canoga Park, CA, Mr. Boettner served as the
analytical and geology database manager. He utilized the project data to calculate
site specific cleanup criteria and create GIS shape files to graphically identify
current plume extents. The project database contains all of the information
pertaining to each environmental object on the site, along with all of the
corresponding analytical and geological data dating back to 1985.
For the Raytheon Company in Newport Beach, CA, Mr. Boettner acquired and
loaded analytical and geological data into an IESI standardized database. He
analyzed environmental data to identify site specific contaminants of concern and
created GIS shape files to identify plume extents.
Mr. Boettner developed a database containing 15 years of analytical and
geological data for a former refinery and tankport site in Jersey City, New Jersey.
This site has been undergoing remediation since 1984 due to total petroleum
hydrocarbon and chromium contamination from historical operations. He led a
team in organizing analytical data from historic documents and oversaw and
trained subcontractors to convert that data into electronic format.
Mr. Boettner acted as the Inorganic Laboratory Manger (which included a Trace
Metals Clean Lab) at the Academy of Natural Sciences — Patrick Center for
Environmental Research in Philadelphia, PA. He was responsible for method
development for digestions of sediment and water samples, and for performing

sample analysis and maintenance on geochemistry lab equipment. He collected
and prepared water, sediment, and biological samples, using ultra -clean
techniques when appropriate, for trace metals, organic contaminants, and total
carbon and nitrogen.
As the Assistant Project Manager for the Schuylkill River Water Chemistry project
in Philadelphia, PA, Mr. Boettner was responsible for the collection, preparation,
laboratory analysis, and subsequent data analysis of all water samples using
"Trace -Metal Clean" sampling and analysis methods for metals and PCB analysis.
He presented his findings at the Northeast Section 2001 spring meeting of the
American Geophysical Union. He was also responsible for the maintenance and
upkeep of the laboratory instruments and the "Clean" Lab.
Mr. Boettner was awarded a $15,000 grant to perform a marine sediment
geochemistry and sea grass study in an estuary in Puerto Rico that has undergone
significant sedimentological and biological changes within the last 10 years. He
assembled a team of 12 scientists to perform field sampling within the bay and
prepare and analyze the sediments for trace metal concentrations. He presented
the findings at the national Geological Society of America conference. Mr.
Boettner also co- authored a presentation given at Inter American University.
Mr. Boettner was responsible for performing field sampling and laboratory analysis
of stream sediment samples for trace metals, PCBs, and VOCs for one of the first
comprehensive studies documenting large -scale physical, chemical, and biological
changes in a river system following dam removal. He also assisted in the sampling
and laboratory analysis of stream water samples for water quality and produced
presentation material for local scientific meetings.
At Environmental Audits, Inc. Mr. Boeltner performed and assisted in various
types of fieldwork including groundwater well installation, well development,
groundwater and product sampling, methane gas sampling, soil sampling, and site
reconnaissance. Compiled a complete set of Material Safety Data Sheets and
created a data base in MS Access of all products used within a clients three
manufacturing plants. Assisted in updating Environmental Audits, Inc. Health and
Safety and Field Sampling Plans, and writing Phase I reports.
