SUBJECT: ADOPT RESOLUTION DESIGNATING AN AUTHORIZED CITY
REPRESENTATIVE TO FILE AN APPLICATION FOR AN INTEGRATED
REGIONAL WATER MANAGEMENT IMPLEMENTATION GRANT
RECOMMENDATION:
Adopt a Resolution authorizing the Public Works Director to file an application for an
Integrated Regional Water Management implementation Grant.
DISCUSSION:
The City is applying for grant funding from the California Department of Water
Resources Integrated Regional Water Management (IRWM) Program to fund the
construction of the detention basin in Buck Gully North of Coast Highway. The
estimated cost for the detention basin is $600,000. The grant funding request will be
approximately $540,000 with the City's share totaling $60,000. The construction of a
detention facility in the upper canyon is required before construction can begin on
stabilizing structures downstream near the mouth of the canyon, which has been an
area of significant erosive scour and headcutting. Construction of the detention basin, if
funded, would commence in fall 2006. Construction of the grade control system would
occur the following year. Funding for the grade control system has not yet been
identified.
The design of the detention basin along with the downstream grade control system will
occur in FY 05/06 at a cost of about $400,000. Funding comes from Proposition 13
Watershed and Buck Gully Grants as well as the General Fund.
The grant application requires a resolution from the City authorizing the Public Works
Director to file an application for an IRWM Implementation Grant to fund the
construction of the detention basin.
