SUBJECT: Accept Assistance to CERT Grant
RECOMMENDATION:
City Council accept the '03 Federal Emergency Management Agency Supplemental
Grant for Community Emergency Response Teams (CERT) for $5,514 in funding for
the CERT Program.
City Council approve Budget Amendment BA increasing revenue estimates by
$5,514 in 2354 -4894 and appropriating those funds into Fire Department account
2354 - 82002.
DISCUSSION:
In FY 2003, the Federal Emergency Management Agency (FEMA) announced the
availability of grants in support of the Community Emergency Response Teams (CERT).
The grant made 2003 federal money available to local agencies for use during the 03-
04 Federal Fiscal Year. The primary objective of the supplemental funding is to assist
communities with established CERT programs to continue, maintain, and expand these
programs.
The Fire Department provides no cost emergency preparedness training to community
members who live and /or work in Newport Beach through the CERT Program. The
CERT Program focuses on hands -on skills, including Light Search and Rescue,
Terrorism Awareness, Disaster Fire Suppression, Disaster Medical Operations, Disaster
Psychology, and Emergency Preparedness. Participants learn how to prepare for and
safely respond to emergencies. The CERT Program is in its fifth year and has had an
extremely positive impact on the volunteers involved, as well as the overall emergency
preparedness of the City of Newport Beach. The CERT program is sustained entirely
on grant funds, thus there is no financial impact to the City's general fund.
The CERT Grant guidance requirements included: a timeline for the use of the funds
during the performance period, and quarterly financial reports. The City has fulfilled all
grant guidance requirements. The CERT program is run entirely on grants and In
accordance with council policy, the Fire Department requests Council to accept this

grant funding and deposit funds into the Fire Department Operation Division account
2354 - 82002.
