Bludau, City Manager 949 - 644 -3000, hbludau @city.newport- beach.ca.us SUBJECT: REASSIGNMENT OF DIRECTOR OF RECREATION AND SENIOR SERVICES POSITION TO A DIFFERENT SALARY RANGE ISSUE: Does the City Council support the City Manager's recommendation to move the Director of Recreation and Senior Services position's salary range to be more in line with other comparable Executive Management team positions? RECOMMENDATION: The current salary range for the Director's position is $8,310- $10,125 monthly. The City Manager's recommendation is to place the position at a salary range of $8,730- $10,636 monthly. DISCUSSION: Background: On July 23, 2002, the City Manager recommended to the City Council that the existing Community Services Department be reorganized into two separate departments — Library Services and Recreation & Senior Services. This recommendation came after the resignation of the prior Community Services Department Director. The City Council approved this recommendation, and based upon that approval, the two current department directors were hired. Initially, the City Manager included the Library Director's position in the Key and Management Group's salary ranges at the same level as the following positions: Utilities Director, Building Director, and Human Resources Director. The salary ranges of these positions are currently $8,730- $10,636 monthly. Due to the Recreation & Senior Services Director's position being new and unproven, the City Manager set this salary range at a lower level - $8,310- $10,125 monthly. Reassignment of Director of Recreation & Senior Services Position to a Different Salary Range July 26, 2005 Page 2 Analysis The Recreation & Senior Services Director's position has been functioning for almost three years. During that time, the department's children and adult recreation offerings have increased dramatically, along with the number of participants. Newport Beach also continues to have the largest number of adult sports participants of any city -run recreation program, as well as the largest offering of contract classes in Orange County. In addition, the OASIS Senior Center is a very active function. Also, the management of special event permits is housed in this department, and the number of special permit applications, and coordination between all Departments has also greatly increased. Lastly, this position also takes on special assignments such as being staff liaison for the City's upcoming Centennial. All of these duties and the increased level of responsibilities cause the City Manager to recommend reallocating the salary range of this position to the range previously established for the Library, Building, Utilities and Human Resources Directors' positions. He believes it is an issue of fairness. The Recreation & Senior Services Director's salary will not change with this action, however, the starting and ending points of the range would increase by five percent. Submitted by: Homer L.
