S. Army Corps of Engineers. Discussion This application is being brought to the Council for review and recommendation because the location is over tidelands claimed by Orange County and the proposed orientation of the revised slip does not conform to adopted City Standard Drawings. The application has not been reviewed by the Joint Harbor Committee since the Committee did not meet in October due to a lack of agenda items. However, the Orange County Harbor District Commissioners did review the application at their October 28 meeting and subsequently approved the application. The applicant desires the finger addition to the slip to provide safer mooring for his vessel through additional "tie -offs" and the new orientation to provide easier access in docking of his vessel. The proposed orientation of the slip will retain the slip within the applicant's "permit area". The neighbors of the applicant has been notified of the application in keeping with Section 5G of the Harbor Permit Policies. D. Harshbarge .
