This adverse condition has motivated me to come forth w1 th the study of method and costs in an attempt.to find a method to predetermine our exposure in doing the project. n INTRODUCTION I have been asked to put together a proposal. to get the channel deepened. The deepening of the channel will depend on two conditions. 1. That the material on the bottom can be excavated. 2. That the project cost can be kept within the limits as pre- scribed by John Sands. LOCATION The location of the project is in the private channel between Bayside Drive and Linda Isle as shown on tract map of tract 3283. The area in question is directly in front of lots 2 and 3. BACKGROUND The channel was sounded on two different occasions. This sounding located the shallow area. The next step was to sample the bottom, which was done on two separate occasions. The results of our investigations leads us to conclude that there is a mound of rocks and boulders loosely cemented with silt and sand in the area in question. PURPOSE The purpose of the project is to deepen the channel so that the Home owners can navigate to their docks without fear of their boats going aground. I propose to do this by digging approximately 2-3 feet off of an area that is more shallow than the surrounding area in the channel. PROCEDURE The procedure to complete the project will be as outlined below: 1. Procure all the necessary permits to accomplish the work. 2. Tie'down all costs connected with the project to determine if it is feasable to proceed with the project. 3. Schedule the operation to accomplish the project as soon as possible. OPERATION The work will be done using the machines and methods outlined below. 1. The digging will be done by a barge mounted clam shell bucket machine. 2., The material will be dumped into a barge built for dumping or a flat barge that can be transferred to trucks. 3. The barge will then be towed to sea and dumped or if a flat barge where it can be off leaded into trucks for disposal. Isle, south of the bridge that crosses from Bayside to Linda Isle. There is an area in front of lots 2, 3 and 4 where the bottom of the channel was found to be 2' high and hard, not muddy. The volume estimate to be dredged with a clamshell rig is about: L = 160' W = 50' D = 2' 160X50X2=cy=592cy 27 The estimate of 600 cy would be the rock needed to be excavated to lower the channel 2'. I have checked with the local marine contractors as to the method of excavating the rock. The following is my estimate of the cost to accomplish the job. A stiffleg barge and clamshell bucket will excavate the rock, then the rock will be loaded onto a barge and towed to sea and dumped. Sands a represent- ;�tive.of the Irvine Company requested that we do an investigation of the bottom of a channel in the Linda isle area. The investigation was to Oetermire the nature of the channel. bottom in that location. 1 LOCATION: The exact location was in the channel between Bayside Drive and Linda Isle, south of the bridge that is the entrance to Linda Isle, for a distance of approximately three -hundred fifty feet. 'We oriented ourselves by using the lots on the Bayside Drive side of the channel and confined our invest- igations to the channel in front of lots two, three, and four as shown in exhibit "A", 0 W W PURPOSE: On February 14, 1975 at 9:00 AM,'we met with 1°.r, Reg Gl.a.hn, who indicated the exact location, and the purpose of the investigation which was to explore the channel bottom from fif tv feet southeast of Linda isle Bridae to three -hundred fiftv feet down channel for possible obstructions which would limit the use of the channel to shallow draft vessels. W 3 W PROCFDURF .The investigation was conducted by two certified divers,.using scuba apparatus and basic search proced- ures„ The channel bottom was traversed both lengthwise and crosswise. The visibility of the bottom was from zero to two feet and it was necessary to use a knife to probe into the bottom. r n FTNETNGS : Two hours of in the water investigation was re- quired to discover that under_ several inches of mud and silt was a deposit of rocks and boulders ranging from a few inches to three feet in diameter„ The depth of the rock deposit was greater than two feet as I t�ras able to probe only to a depth of two feet, -'amnles were taken from the area in front of lots three, four and five, from mid -channel to the Bayside Drive side, These samples are included. The samples are hard, well-rounded rocks, indicating a deposit of alluvial material, not a solid rock deposit.. There was only one shelf of solid nature discovey-.-e^d during the search and that was approximately fifteen feet off the dock of house four, and was only one foot vertical. rk, 5 RESULTS: The investigation was undertaken to determine if the shallow areas in the channel could be dredged, so that the boats using the channel would.not.be obstructed. The results of the investigation lead to the con clusion that dredging witha suction dredge would not do a satisfactory job, as the rocks are greater than can be lifted by the suction dredge. it is my opinion that two feet of depth could.be gained by using a barge -mounted crane with dragline and clamshell buckets to dig and dump.onto another barge. The dump barge would then have to be towed to sea for dumping. 6 f,. a CONCLUSION: We appreciate the opportunity to conduct this investigation for the Irvine Company and if there is any further need of our services do not hesitate to call on us. DISCUSSION This application requires City Council approval under the conditions of approval of the City of Newport Beach "blanket" permit for main- tenance dredging issued on February 12, 1974, by the U.
