CITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 7 August 23, 2005 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: LINDA KATSOULEAS LIBRARY SERVICES DIRECTOR, 949 - 717 -3810 Ikatsou leas @city. newport- beach. ca. us SUBJECT: CONSOLIDATION OF THREE LIBRARY PART TIME TECHNICAL PROCESSING POSITIONS INTO ONE FULL TIME LIBRARY TECHNICAL PROCESSING POSITION WITH SALARY SAVINGS OF $1.582. RECOMMENDATION: Authorize the consolidation of three part time library technical processing positions into one full time technical processing library position. DISCUSSION: The Library technical processing department included three part time employees. They performed routine clerical duties which were becoming marginalized by the increasingly computerized functions of the unit. Unexpectedly, two of these employees vacated their positions last month. This gives us a unique opportunity to redesign the work flow and increase productivity in the unit. A full time person will work the same schedule as the other staff members and be trained to the increasingly complex work of the unit. To ensure fairness to the remaining part time employee, she will be offered the new position and given appropriate training. If she chooses not to accept it, we will offer her a part time schedule in another unit. This recommendation was fully discussed with the City Manager and he supports the recommendation. This recommendation was approved by the Board of Library Trustees on August 16, 2005. BACKGROUND: Until 1980 many library employees were clerical staff who worked behind the scenes ordering each individual book from individual publishers, then receiving items, classifying, labeling, stamping, and covering the books as they arrived. In the 80's library "jobbers" began ordering huge quantities of books from multiple publishers at great discounts and selling these items to libraries, simplifying library technical services activities. By 1990 these jobbers also began to sell items completely processed and ready to electronically insert into the electronic catalog. In 1997, Newport Beach Public Library began to outsource many technical processing tasks, changing staffing needs dramatically. The process has continued over the last 8 years. Most staff has been reassigned and those who remain are required to perform interconnected tasks which require constant interaction. A full time person will be able to meet current library needs more effectively than part time staff trained to carry out portions of the process. FINANCIAL IMPACT: Because these three long term employees received benefits and their actual scheduled hours were greater than 40 hours per week, there is no negative impact on the budget. The total cost for the 1.3 positions currently budgeted is listed below. The proposed position is computed at the top of the salary range to show long term costs.
