SUBJECT: AUTHORIZE ACCEPTANCE OF FUNDS TO OFFSET PURCHASE OF
FIREARMS FOR POLICE PATROL VEHICLES
RECOMMENDATION:
Authorize the City Manager to accept donations in the amount of $11,597.56
from the Newport Beach Police Employees Association and $5,798.78 from the
Newport Beach Police Management Association for the purchase of additional
AR -15 rifles.
2. Approve the placement of the funds into the Police Department's Patrol
Donations Account #1820 -5901 and increase revenue estimates by this amount.
DISCUSSION:
Over the past several years, the Department has identified the need to equip our
marked police vehicles with automatic weapons (AR -15 rifles), to insure our field units
have adequate response capability in a critical incident, or until the arrival of our Special
Weapons & Tactics (SWAT) Team. The plan has been to purchase the rifles over a
period of several years until all 31 marked police vehicles have an assigned rifle.
Working toward that goal, the Department has purchased and installed 11 rifles, with
five (5) additional rifles on order and pending delivery. The current 11 rifles are
assigned to the Department's Patrol First Responder Vehicles, Field Supervisor
vehicles and three patrol vehicles.
Both the Newport Beach Police Employees Association and the Newport Beach Police
Management Association have expressed a desire to expedite the purchase of the
remaining 15 riles, thereby completing the project more rapidly than anticipated. The
Newport Beach Police Employees Association has offered to donate the funds to
purchase 10 rifles and the Newport Beach Management Association has volunteered to
donate the funds to purchase the five (5) remaining rifles. The acceptance of these
funds and the purchase of the remaining rifles would complete the AR -15 project.

The Police Department has already initiated training for all personnel in the use of these
firearms and has outfitted 16 marked vehicles with the current or pending inventory of
rifles. This donation will provide for every marked vehicle to be equipped with a rifle as
part of a standardized configuration. This firearm will provide one more tool for an
officer to respond to a critical incident that may require a more rapid response before a
SWAT Team could arrive on scene. The Newport Beach Police Department has
experienced several such incidents in the last few years in which this type of firearm
would be useful, including the armed robbery and attempted murder at Traditional
Jewelers involving the firing of numerous high - powered rifle rounds by the suspects. A
standardized configuration in all marked Police vehicles means that any officer would
be certain that such a firearm would be available no matter which unit is closest or
easiest to get to in a critical incident.
Both Department Associations made the unsolicited offer to more rapidly fund the
project and assist in providing an additional resource to their members and at the same
time, help the Department facilitate the acquisition in a more timely manner. We
sincerely appreciated their offer and recommend acceptance of the funds.
