(5 Ayes, 2 Excused) Item 2: The minutes of August 18, 2005 were approved as corrected. (5 Ayes, 2 Excused) Item 3: The minutes of August 30, 2005 were approved as corrected. (5 Ayes, 2 Excused) • Item 4: An Amendment to Title 20 of the Newport Beach Municipal Code to add a Fire Facility (FF) Overlay District to the Santa Ana Heights Specific Plan (PA2005- 217) Resolution of intent was adopted and is subject to appeal by the City Council. This item will be heard at the next Planning Commission meeting on October 6, 2005. (5 Ayes, 2 Excused) Item 5: Bahia Corinthian Yacht Club 1601 Bayside Drive A review of the approved Use Permit to evaluate the operational characteristics of the yacht club facility associated with the implemented parking management plan. This Rem was reviewed and approved and is subject to appeal by the public or City Council. (AII Ayes) This review was a condition of the last Use Permit approval on August 19, 2004, and was required to evaluate the effectiveness of the conditions imposed at that time. Testimony was received from representatives of the yacht club, the nearby homeowners association and a property owner as to the effectiveness of the conditions and the yacht club's management of their parking supply. Recognizing this, the Planning Commission determined not additional condition are required and no further review necessary. Item 6: Housing Element Implementation — Annual Progress Report • The Annual Housing Element Implementation report was provided to the Planning Commission, in accordance with Housing Program 1.4.1, for review of the progress Planning Commission Agenda September 22, 2005 Page 2 of each of the programs contained within the Housing Plan. Additionally, a letter for submittal to the State of California's Office of Planning and Research was reviewed and approved.
