20 - Proposed Civic Center Complex Planning
CITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 20 September 27, 2005 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Office of the City Manager Homer L. Bludau, City Manager 949 - 644 -3000, hbludau@city.newport-beach.ca.us SUBJECT: REVIEW OF TWO ISSUES PERTAINING TO PROPOSED CIVIC CENTER COMPLEX PLANNING ISSUES: 1. Which site plan affecting the physical relationship of the parking garage and fire station service the City's needs the best? 2. Some Council Members would prefer the proposed Council chambers and the community room to change locations (flip -flop) from the plan that has been reviewed. Does the Council want to change the configuration? RECOMMENDATION: To have Council decide these two issues and then move forward with schematics on the plan. BACKGROUND: There have been many changes in the proposed project's functional components during the time between the concept phase and the schematic phase. These changes have included the site plan, the exterior of City Hall, the spatial configurations, and building options. Recently, several individual Council Members have expressed concerns about two important components of the plan: 1) the spatial relationship between the fire station and the parking garage, and 2) the spatial relationship of the Council chambers and the community room. In order to make sure everyone on Council is on the same page and there is a consensus as to how to proceed with planning, the City Manager is bringing these two issues to the whole Council so those planning decisions can be implemented.
