HomeMy WebLinkAbout11 - Full-Time Fiscal Clerk PositionCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 11 October 25, 2005 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Administrative Services Department Dennis Danner, Administrative Services Director, 949 -644 -3123, ddanner@city.newport-beach.ca.us SUBJECT: Conversion of a Part-Time Fiscal Clerk Position to Full -Time Regular Status ISSUE: Should the Administrative Services Department recruit for a Fiscal Clerk, full -time regular status employee for an existing classification of part-time Fiscal Clerk? RECOMMENDATION: Approve the recruitment of the Fiscal Clerk position with a status of full -time regular and approve an amendment to the current budget to reflect the position as a full -time regular position. DISCUSSION: The Fiscal Services Division of the Administrative Services Department, currently has a part-time Fiscal Clerk staff member whose responsibility is the daily remittance processing of all incoming City payments for water service, parking citations, etc. In addition, this position provides backup coverage for incoming and outgoing City mail handling. The staff member who holds this position has announced his retirement and recruitment will be opened to fill the position. The current staff member has held this position since the early 1990's, and has worked a 40 -hour work week (full -time) for nearly 15 years. A full -time status opportunity was presented to this staff member after approval by Council at the October 25, 1999, City Council meeting, but the staff member chose to remain at the existing part-time classification. Fiscal Clerk PT to FT Report October 25, 2005 Page 2 The duties of this position have consistently required 40 hours per week and Human Resources Director Barbara Ramsey has recommended the position be recruited as a full -time regular Fiscal Clerk classification. There are sufficient funds in the existing budget to accommodate the additional costs for the full -time position as indicated on the attached spreadsheet. It is anticipated the position will be filled at Step 1 as opposed to the existing level of Step 6, and this will result in actual salary savings. Environmental Review: Not Applicable.
