Trimble, Program Manager 949.644.3230. email: dtrimbleicbcitv.newport- beach.ca.us SUBJECT: Adopt Resolution No. 2005 -_ to establish a Public and Human Service Grants Committee ISSUE: Establishment of a Committee to review discretionary Human Services and CDBG Public Services funding requests and to provide the Council with funding recommendations for the use of those funds. RECOMMENDATION: Staff recommends Council adopt Resolution No. 2005 - to establish a Public and Human Service Grants Committee as recommended in the staff report and appoint three (3) Council members to serve as Committee members. DISCUSSION: Each year, the City of Newport Beach receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). These funds are used to assist the City in meeting the affordable housing and community development needs of its residents, particularly those persons and families considered to have low or moderate levels of income. To ensure that these funds are used to meet the greatest existing need within the community, the City undertakes an annual planning process that allows individuals, public service agencies, non - profits, and City Departments to request future CDBG funds for the implementation of eligible projects and/or programs. At the May 10, 2005 City Council meeting, the Council requested that a Committee be established to assist the City Council in the CDBG funding selection process. Based on the direction provided by the Council, staff is recommending that a Committee be established. If approved, the Committee would assess applications for the CDBG funds related to public services and recommend, in an advisory manner, funding levels to the City Council. Through City Council Policy A -12, Discretionary Grants, the City also provides local funds ($25,000 per year) for Human Services Grants. These grant applications are currently reviewed by the City Manager's office, with grant awards approved by the City Council. Staff believes that coordination between the two funding mechanisms would be improved if the committee reviewed both. The proposed Resolution has been drafted to include review of the Human Services Grants in the Committee's list of duties. The Committee would provide direction to staff on making the community aware of these funds as well as review and assess requests submitted by individuals, non- profits, service agencies, and City Departments for funding consideration. The review process may also include a public meeting to provide applicants the opportunity to present their program /project to the Committee as well as providing the committee members an opportunity to ask questions of the applicants. Upon completion of the review process, the Committee would provide the City Council with their funding recommendation. Staff recommends that The Public and Human Service Grants Committee be comprised of three (3) representatives from the City Council, with the Assistant City Manager and the CDBG Program Manager providing staff support. Submitted by: Prepared by: SHARON WOOD� pgNIE TL RIMBL �_ Assistant City Manager C & ED Program Manager Attachments: Resolution 2005- F USERSTLMSharedlCDBGICC Report- PHSGCommittee.doc CDBG AD HOC COMMITTEE October 25, 2005 Page 2 RESOLUTION 2005- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING THE PUBLIC AND HUMAN SERVICE GRANTS COMMITTEE WHEAREAS, the City of Newport Beach ( "Newport Beach ") receives annual Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to assist the City in meeting the affordable housing and community development needs of its residents, particularly those persons and families considered to have low or moderate levels of income; and WHEREAS, City Council Policy A -12, Discretionary Grants, provides local funds ($25,000 per year) for Human Services Grants to enhance the quality of life for City residents; and WHEREAS, the City Council desires to provide consistent oversight to both CDBG and Human Services grant funds and to provide direction to staff on making the community aware of these funds; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach as follows: Section 1. The Public and Human Service Grants Committee is hereby established. Section 2. The Committee shall be comprised of three (3) members of the Newport Beach City Council, appointed by the Mayor. Section 3. The duties of the Committee shall be as follows: a. Provide direction to staff on making the community aware of grant funds; b. Review requests for the CDBG Public Service funding and recommend allocations to the City Council; and c. Review requests for the Human Service Grant funding and recommend allocations to the City Council. ADOPTED this day of 2005. ATTEST: CITY CLERK MAYOR 1
