SUBJECT: Naming of Park Located at Mesa Drive and Birch Street
RECOMMENDATION:
The Parks, Beaches & Recreation Commission recommends that the City Council consider
naming the park located at Mesa Drive and Birch Street from one of the following three
suggestions:
Bay View Heights Park
Santa Ana Heights Park
Upper Bay Park
BACKGROUND
In July 2004, based on a request from the Santa Ana Heights Project Advisory Committee
(PAC), the City asked County Supervisor Jim Silva to preserve two parcels at the comer of
Mesa Drive and Birch Street as open space so that this 0.7 acres of land could later
become a small passive park. In this letter, since redevelopment funds could not be used
for maintenance, the City offered to maintain the park once constructed, and to assist in the
planning of the park, to ensure that it could be maintained in a cost - efficient manner. The
City would not, however take over ownership of the park until construction was set to begin.
Based on the letter from the City, the County, who was originally planning to sell the parcels
to a developer for parking, decided to retain the area for a passive park.
Staff from the General Services Department and the City Manager's Office have been
working with the County and the PAC on the conceptual development of the park and the
concept plans have been approved by the both the PB &R Commission and City Council
and we are in the final stages of preparing to put the project out to bid.
DISCUSSION
With respect to the naming of this park site, staff sought input first from the PAC and then
the item was discussed at the October 18, 2005 Park Development Committee meeting
and the Committee forwarded the following names to the Commission for their review:
Mesa Park
Santa Ana Heights Park
Tongva Park
Upper Bay Park
Upper Bayview Park

At their November 10, 2005 meeting the Parks, Beaches & Recreation Commission
discussed those names listed above, received input from the public and decided to add Bay
View Heights Park to the recommended list and delete Mesa, Tongva and Upper Bayview
Parks and forward that list to Council for their decision.

NAMING OF CITY PARKS & FACILITIES
The City of Newport Beach has a comprehensive program to provide park and open
space to serve the leisure and recreation needs of residents. It is desirable that
appropriate names be selected for future parks and public recreational facilities. The
following guidelines shall serve as policy on this matter.
A. Suggestions for naming new or existing parks or public facilities shall be reviewed
by the Parks, Beaches and Recreation Commission with a recommendation being
transmitted to the City Council for approval.
B. New or existing park or public facilities names can be chosen from, but not limited
to, the following categories:
1. Streets or schools bordering park
2. Topography
3. Theme
4. Common names already in place for the area
C. Facility rooms or site amenities may be dedicated in honor of persons if done as
part of a capital /fundraising campaign and with the approval of the City Council.
The provisions of this policy shall not apply to commitments made prior to May 13,
2003.
