The Harbor Commissioners are citizens of Newport Beach who volunteer to serve on the
Harbor Commission. They were appointed by the City Council by majority vote for 4 -year
terms. At the table in front are City staff members who are here to advise the Commission
during the meeting. They are:

Supervisor, Harbor Resources
NOTICE TO THE PUBLIC
Regular meetings of the Harbor Commission are generally held on the second Wednesday of
each month at 6:00 p.m. Staff reports or other written documentation have been prepared.
The agendas, minutes and staff reports are available on the City's web site the Friday
afternoon before the meeting. The address is: http: / /www.city.newport- beach.ca.us, under
Agendas & Minutes, then Harbor Commission. If you have any questions or require copies of
any of the staff reports or other documentation, please contact the Harbor Resources staff at
(949) 644 -3034.
It is the intention of the City of Newport Beach to comply with the Americans with Disabilities

PLEDGE OF ALLEGIANCE
ROLL CALL /INTRODUCTION:
"The Commissioners sitting before you are citizens of Newport Beach who volunteer to serve on the Harbor
Commission. They were appointed by the City Council at large by majority vote for 4 -year terms. The people
sitting at the table in front are City staff members and are hereto advise us during the meeting. Immediately to
my left are:

MINUTES: Recommended Action: Approve minutes from last meeting.
PUBLIC COMMENTS: Public comments are invited on non - agenda items generally considered to be
within the subject matter jurisdiction of the Harbor Commission - Speakers must limit comments to 3- minutes.
Before speaking, please state your name and address for the record.
ALL TESTIMONY GIVEN BEFORE THE HARBOR COMMISSION IS TAPE RECORDED. SPEAKERS
MUST LIMIT REMARKS TO THREE MINUTES ON ALL ITEMS. (Red light signifies when three minutes
are up, yellow light signifies that the speaker has one minute left for summation.)
ACTION & APPEAL ITEMS
ITEM #1
Subject: General Harbor Commission Orientation
Issue: The new City Attorney, Mr. David Hunt, will be introduced to the Commission
and he will briefly discuss the Commission's role and authorizing ordinance /
resolution.

Action: Receive and file.
ITEM #2
Subject: Aerie Dock Project at 201 -207 Carnation Avenue
Issue: Should the Aerie project applicants at 201 -207 Carnation Avenue be permitted
to replace the existing double U- shaped float with a dock system capable of
berthing 8 vessels for residents and 1 guest side -tie? A Draft Environmental
Impact Report (SCH# 2007021054) has been prepared and is available for
public comment and review. The 45 -day public review period ends on May 4,
2009 and the Draft EIR and comments received will be considered by the
Planning Commission and the City Council who will make a final determination
on the adequacy of the Draft EIR prior to taking action on the proposed dock
system.

Action: Provide comments on the environmental aspects of the dock system, as well as
its overall design. Harbor Resources will forward this input to the Planning
Commission and the City Council who will review the entire project as a whole.
ITEM #3
Subject: Newport Bay Marina at 2300 Newport Blvd. — Update
Issue: The Harbor Commission will hear an oral report on the status of the Newport
Bay Marina located at 2300 Newport Boulevard.

ITEM #4
Subject: Harbor Projects and Funding Projections
Issue: The City Council's Finance Subcommittee has requested an updated list of
Harbor Commission approved projects and funding projections in order to plan
for the future financial needs of the Harbor. The Harbor Commission reviewed
the first draft at the March meeting and requested staff to return to the
Commission with an updated draft for further review.

2. Advise staff to forward the attached document to the Finance Committee
with suggested changes.
