Dredging —Upper Newport Bay
RDA and Corp still working through contractual issues. Project
will start very soon.
RDA is trying to create a launch site for their employees near
their work site at Unit 1 /111 Basin (Jamboree Bridge).
Allowed in the project specs.
Dedicated, reserved employee parking in that area seems to be the biggest
hurdle

Council approved Amendment No. 1 to their contract on
November 10tH
Two parallel paths:
Port of Long Beach Disposal
Preferred alternative for Lower Bay, Rhine Channel and RGP- exclusion
zones
Requires a Mitigated Negative Declaration to dredge and haul away
Newport Harbor Disposal — CAD site (or other disposal method)
Contingency plan if POLB option disappears, or if a combination of POLB
and Newport disposal is needed (i.e. smaller CAD).
Requires an EIR

October 30th meeting at City Hall with: Colonel Magness and top
Corps Operations staff, Mayor Selich and Council Members Daigle
and Henn, Harbor Commissioners Rhyne and Collins, Dave Kiff,
Sharon Wood, Larry Paul, myself and other City staff.
Discussed strategy, timelines and coordination so we are all on the
same page
Colonel expressed a desire to possibly begin dredging the clean
material in Spring 2010 to get the project started on a small scale.
Some funding may be available but allocation may be tricky.
On November 19th, we're meeting with the Water Board to discuss the
Rhine Channel and how it relates to the overall project. Funding
opportunities will be discussed.

• Proposal deadline November 12
• Received 6 proposals that will be reviewed over the next few
weeks
• Harbor Patrol contract will be extended month to month until
selection and contract process are completed

Abandoned Boat Bill — AB 166
Passed in October 2009.
Designed to rid our waterways of derelict or abandoned
vessels.
Allows owners to turn in the vessel to the local government
agency without incurring any fines.
So ... what does this mean for Newport?
Unknown at this time how this will impact the City.
No guidelines published yet on how to run the program.
Harbor Resources has already been approached by companies
interested in destroying these vessels.
