March 10, 2010
CALL TO ORDER 6:00 P.M.
PLEDGE OF ALLEGIANCE
ROLL CALL: Chair Karen Rhyne, Commissioners Tim Collins, John Corrough, Marshall Duffield,
Ralph Rodheim, Don Lawrenz and Vincent Valdes were present.
Staff: Manager Chris Miller
MINUTES: Commissioner Collins added that the February minutes include the statement that
the Harbor Commission would like to be informed of the progress at the Balboa
Marina. Commissioner Corrough made the motion to approve the minutes with
Commissioner Collin's added comment. Commissioner Collins seconded the
motion. All ayes. Minutes from the January and February meetings approved.
PUBLIC COMMENTS ON NONE AGENDA ITEMS:
1. Tom Houston wanted to see the City "go to the mat" with the eelgrass issue. He feels there is a
liability with the low sand on Balboa Island, and most of that is caused by the resident's inability to
dredge under their piers which therefore puts sand back on the beach. Chris Miller explained that
the Council had approved a contract with Larry Paul and WRA Environmental Consultants to
renegotiate the policy with the regulating agencies for eelgrass management in Newport Harbor.
2. Jeff Herdman asked about the status of the Balboa Island groin study currently underway. Chris
Miller explained that it was in the final stages of review.
3. Bill Dunlap spoke about the Wooden Hull Boat Festival on October 2nd at the American Legion
Yacht Club. They are thinking about deploying floating docks at "U" marker to handle a large tall
ship that might appear for the show.

SUB - COMMITTEE REPORTS:
Commissioner Duffield gave an update on the March Mooring Master Plan Subcommittee meeting which
focused on the mooring administration and the RFP process. He reported that the RFP did not compare
`apples to apples' because the Harbor Patrol provides 24 hour service, Homeland Security functions and
safety.
Commissioner Corrough reported that the Marina Park subcommittee will be meeting on March 17.
Commissioner Rodheim reported that the Harbor Guides should be redistributed locally before the
summer season.
HARBOR RESOURCES UPDATE — Chris gave a PowerPoint presentation on harbor updates. The
update is posted at http:// www .newportbeachca.govlindex.aspx ?page =462 (under Harbor
Resources Updates).
A subcommittee was formed to look at the time limits and new rules for the Rhine Wharf public pier as
well as the docks at 15`h, 1 g1 and Fernando St. public piers. These piers will be built shortly, so the
subcommittee will have a short time frame to propose a solution.
