SUBJECT: Appointments to the City Council /Citizens Committee on Marina Park
Design
ISSUE:
Should the City Council complete its appointments to the Committee on Marina Park
Design?
RECOMMENDATION:
Appoint the following persons to the City Council /Citizens' Committee on Marina Park
Design: (a) Randal Eling as the American Legion, Post 291, representative; (b) Bill
Garrett as the Parks, Beaches, and Recreation Commission's representative; (c) Tom
Olivas as the Girl Scout Council of Orange County's representative.

RESOLUTION NO. 2006--9
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NEWPORT BEACH
REPEALING RESOLUTION 2005=4
AND ESTABLISHING THE CITY COUNCILICITRENS ADVISORY
COMMITTEE ON MARINA PARK DESIGN
WHEREAS, the City of Newport Beach owns the proeperly located on the Balboa Peninsula
between Newport Bay and Balboa Boulevard and between 16 and 1e streets, commonly known as
Marina Park; and
WHEREAS, the City Council of the City of Newport Beach planned for the future use of this
property in accordance with state and local laws and using a community -based process Involving a
Council - Citizens Ad Hoe Committee on Marina Park Planning, as established by Resolution 20054; and
WHEREAS, the City Council recognizes the importance of. the Marina Park property to the
community and the variety of community needs and desires that can be met with a proposed concept
plan that includes a park and a visitor- serving marina; and
WHEREAS, the City Council wishes to establish commuritty� and stakeholder -based team to
assist in the design of the preferred re -use plan.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Newport Beach hereby
rescinds Resolution 2005 -4 and deeiares the following:
SECTION 1. MABLISHMENT
The City CounciUCtizens Advisory Committee on Marina Park Design. (Committee) shall be established
as of the date this Resolution is approved by at least four members of the City Council voting at a duly
noticed meeting of the City Council, and the Committee description attached to this document as Exhibit
A shall be placed In the.City's Boards, Committees, and Commissions listing.
SECTION 2. DUTIES
The Committee shall have the following duties:
A Assist the City Council and City staff in reviewing the work product of consultants hired to design
the Marina Park reuse project;
E. Advise the Council as needed as to community and stakeholder interests associated with the
Marina Park reuse project.
SECTION 3. CC1MPOsITION
The .Committee shall consist of the following members appointed by, and serving at the pleasure of, the
Mayor.
Two (2) City Council Members;
One (1) member of the Protect Our Parks.orgenizaton;
One (1) Harbor Commissioner,
One (1) Perks. Beaches and Recreation Commissioner,
One (1) designee from the American Legion Post 291;
One (1) designee from the Girl Scout Council of. Orange County,
One (1) person from an area sailing or rowing organization; and
One (1) neighborhood representative.
SECTION 4 TERM
The term of the Committee shelf expire at such time as the design work for Marina Park is complete.
ADOPTED this 140' day of November, 2006.

AUTHORIZATION: Established by Resolution No. 2006 748. adopted on November 14, 2008.
MEMBERSHIP: The Committee shall consist of the following nine members appointed by,
and serving at the pleasure of, .the Mayor.
Two (2) City Council Members;
One (1) member of the Protect Our Parks organization;
One (1) Harbor Commissioner,
One (1) Parks, Beaches and Recreation Commissioner,
One (1) designee from the American Legion Post 291; .
One (1) designee from the Girl Scout Council of Orange County;
One (1) person from an area selling or rowing organization; and
One (1) neighborhood representative.
TERM: Shall expire at such time as the design work for the Marina Park Project Is.
complete.
PURPOSE &

resolution, being Resolution No. 200698 was duly and regularly introduced before and adopted by
the City. Council of said City at a regular meeting of said Council; duly and regularly held on the
14th day of November 2006, and that the same was so passed and adopted by the following vote, to
