SUBJECT: BACK BAY SCIENCE CENTER — COMPLETION AND ACCEPTANCE
OF CONTRACT NO. 3460 WITH JUNIOR STEEL CO.
RECOMMENDATIONS:
1. Accept the work performed and completed by Junior Steel Co.
2. Authorize the City Clerk to file a Notice of Completion.
3. Authorize the City Clerk to release the Labor and Materials bond 35 days after
the Notice of Completion has been recorded in accordance with applicable
portions of the Civil Code.
4. Release the Faithful Performance Bond 1 year after Council acceptance.
DISCUSSION:
On February 28, 2006, the City Council authorized the award of 12 trade contracts for
construction of the Back Bay Science Center. Three more trade contracts were
awarded on August 22, 2006. The total cost of the 15 trade contracts awarded is
$4,735,709.00.
One of the initial 12 trade contracts awarded was with Junior Steel Co. to furnish and
erect the structural steel columns and beams within the buildings' framework. The work
encompassed by the contract with Junior Steel Co. is the first of the 15 trade contracts
to be completed to the satisfaction of the Public Works Department. As the work of the
other trade contractors is completed, similar recommendations for acceptance will be
presented to the City Council for consideration, either singularly or in groups.
A summary of the Junior Steel Co. cost is as follows:
Original bid amount: $86,940.00
Actual amount of bid items constructed: $86,940.00.
Total amount of change orders: $38,431.64
Final Junior Steel Co. contract cost: $125,371.64

The 44.2 percent increase in the final contract cost over the original bid amount was
primarily attributable to adding the Administration Building to the overall project, which
the City Council authorized on January 23, 2007.
Four Change Orders were authorized for Junior Steel Co. for a total of $38,431.74 as
follows:

dimensioning; this cost was back charged to the
architectural design team
3 Addition of the Administration Building columns and

4 Credit for allowance established in the contract as the
Construction Manager at Risk contingency was not used.

A Mitigated Negative Declaration was prepared and processed to assess the
environmental impact associated with constructing the Back Bay Science Center.
Identified mitigation measures have been included in the project design and
construction. The California Department of Fish and Game was the lead agency for the
environmental review and the documentation was completed in September 2003.
Public Notice:
Not Applicable.
Geotechnical /Survey Services:
No geotechnical services were required for the contract with Junior Steel Co. Building
height verification was provided by the civil engineering firm of Walden and Associates.
Deputy inspection for field welding was provided by the materials testing firm of
Harrington Geotechnical Engineering, Inc.

Funds for the project were expended from the following account(s):

All work was completed prior to June 7, 2007, which was the initial overall project
construction schedule for completion established by the Construction Manager,
Douglas E. Barnhart, Inc. The construction of the Administration Building has resulted
in a revised completion date of September 7, 2007.
