Stored in plastic containers and immediately delivered to the lab. SAMPLE PREPARATION Entire sample transferred into 1 liter glass containers, deionized water added, and mixed to desalt and disperse the sediment. The sediment is allowed to completely settle and the clear water is removed by siphoning. The sample is placed in a drying oven at 500C and occasionally stirred until the entire sample is completely dry. The dry sample is transferred to a desiccator for cooling. The sample is disaggregated and a Riffle sediment splitter is used to evenly split the sample to reduce the quantity of material to be analyzed to an allowable retention weight for the sieves. SAMPLE ANALYSIS The dry split fraction is processed through a # 10 U.S. standard sieve to remove the gravel/shell fraction of the sample. The material retained on the sieve is weighed and value recorded. The material passing through the # 10 sieve is wet sieved through a #230 sieve to remove the silt/clay fraction. The material retained on the sieve is transferred back into the glass container and placed back into the drying oven at 50°C. The remaining sample is allowed to completely dry and the material is weighed and recorded to yield the sand fraction. The silt/clay fraction is calculated by subtracting the gravel/shell and sand fractions from the total analysis weight. A condition of that approval was that the new pier owners abandoned existing shore moorings that are immediately adjacent to their properties, N-28 for property at 1311 and N-39 at 1401. The purpose of this letter is to inform you of that decision and that those moorings will not be reinstalled once the bridge retrofit is complete. Attachment 1 is a drawing that shows the location and dimensions of each proposed piling. For the pierlplatlorrn we are proposing six (8) straight 12-inch square piles, and for the dock (float) we are using two (2) straight 12-inch circular piles, as shown in the drawing_ Our engineers assessment of the feasibility of using T -piles for this project is presented in Attachment 2. Basically, T-piles would be fane. They Would be 14 inches square rather than 12 inches square, for the Vraight piles. The planed use for the 10 by 14-foot platform area is primarily for a dock box and stowage of our kayaks. See the attached sketch (Attachment 3). The dock box Wil be used for storage of life jackets, and other boating gear, such as a tool bon, boat covers (when not in use), sails, paddles, and boat cleaning supplies. The secondary planned use of the platform will be for children of guests and our grandkids (when that happens — we have 3 children). We will be using the PWorrn as a staging area so we can ,putt life jackets on in a safe area while we are getting the It ready. The chiidren vrill be in constant close view. The platform will be used strictly for bating uses (gear stowage and safety). The amount of area that would be occupied if T-piles were used to support the platform is still zero, however, the amount of area required to support the pierlplatform using T-piles (3 square), gangway and duck (2 circular) is 5.57 sq, ft. PIER CONSTRUCTION Dear Mr. Sutherland; Ira responce to your questions regarding pier construction, please review the following; 1. For the past 20 plus Years, piers have been supported on 12" square prestressed concrete pile. The piles are set in pairs for the approach walkway and at the bayward end the piles are simply set further apart to provide the support for the larger (,q'xW ) platform. The platforms are used for storage of life vests and boat gear. The platforms are also used as a holding area for boat passengers and for passengers to put on their life vests, T--}read pale offer an acceptable solution. A single T-head pile can replace a pair of straight piles, however, the accepted size is 1.4" square.rather than the 12" square for the straight pile. The cross -sectional area of the straight pile is 0.97 sq. ft., while the area of the T-head pile is 1.33 sq. ft. Although prestressed concrete pile can support a greater load, T-head piles are more than adequate for this application. 2. Accepted engineering design practice dictates that the span between the piles should be between 12' and 16' and not more than IS'. if the span is greater than 18', the load on the piles becomes quite large and causes some design problems. Also with long spans, sagging of the stringers occurs and the Icier has a springing reaction with foot traffic and raises safety issues. Approval of the Army Corps of Engineers. _ 2. Approval of the California Coastal Commission. 3. Approval of plans and specifications by the City's Public Works Department. 4. Abandonment of applicants shore moorings in the area where the new piers would be built. BACKGROUND: The City Council Harbor Permit Policies, specifically the section titled, "Balboa Island", restrict the construction of non-commercial piers on Balboa Island as follows: "No new, non-commercial piers on Balboa Island shall be recommended unless it is in the public interest or unless it is at such a location that it is not usable for swimming or bathing. Piers presently in use may be repaired but recommendations for any additions or remodeling shall be restricted to such changes that do not lessen the use of either the immediate water or land areas." Based on this section, staff has not allowed any new piers constructed on Balboa Island since 1964. City Council Harbor Permit Policies do allow for exceptions to these requirements as indicated in the sections titled "Exceptions" as follows: "Exceptions may be approved to any of the requirements and regulations set forth if there are special circumstances or conditions affecting the harbor installations that would impose undue hardship on the applicant, or a waterfront property owner's access to the water is impacted by a public works project, or if it would be detrimental to the best interest of the City." Currently a Public Work's project is underway to seismically retrofit the Balboa Island Bridge. The project requires the placing of new pilings and pile caps adjacent to the existing bridge for additional support. In the case of the applicants, two of these piles and pile caps will encroach 8' into their permit zone directly bayward of their property. It is the applicant's position that this encroachment impacts their access to the water and therefore bringing them within the above quoted exception section. As a result, they are requesting they be granted an exception to the policy section titled, "Balboa Island", and that they be allowed to build two new non-commercial piers as depicted in the attached drawings. As required by the Harbor Permit Policies, residents within 300 feet of both projects have been notified of the Council's consideration of these applications. The Balboa Improvement Association and the Little Balboa Island Property Owner's Association have also been notified. The Fire and Marine Department has received the attached letters of support from the Little Balboa Island Property Owner's Association and the Balboa Island Improvement Association. Currently, City Council Policy H1, specifically Section 23, delineates where, and under what circumstances, docks can be constructed within the harbor and the permitted length bayward of the U.S. Bulkhead Line. These policies also prohibit new non- commercial dock construction in certain areas of the harbor. Section 24, which allows for exceptions to the policies, reads as follows: "Exceptions may be approved to any of the requirements and regulations set forth if there are special circumstances or conditions affecting the harbor installations that would impose undue hardship on the applicant or if it would be detrimental to the best interest of the City." Section 24 specifically deals with conditions and circumstances affecting harbor installations in particular, and does not currently address a situation where waterfront property owner's access to the water is reduced or eliminated. This access issue could be addressed by the following amendment to Section 24: "Exceptions may be approved to any of the requirements and regulations set forth if there are special circumstances or conditions affecting the harbor installations that would impose an undue hardship on the applicant, or a waterfront property owner's access to the water is impacted by a public works project, or if it would be detrimental to the best interest of the City." Development shall be pursued in a diligent manner and completed in a reasonable period of time. Application for extension of the permit must be made prior to the expiration date. 3. Compliance. All development must occur in strict compliance with the proposal set forth in the application for permit, subject to any special conditions set forth below. Any deviation from the approved plans must be reviewed and approved by the staff and may require Commission approval. 4. Interpretation. Any questions of intent or interpretation of any condition will be resolved by the Executive Director or the Commission. 5. Inspections. The Commission staff shall be allowed to inspect the site and the project during its development, subject to 24-hour advance notice. 6. Assignment. The permit may be assigned to any qualified person, provided assignee files with the Commission an affidavit accepting all terms and conditions of the permit. 7. Terms and Conditions Run with the Land. These terms and conditions shall be perpetual, and it is the intention of the Commission and the permittee to bind all future owners and possessors of the subject property to the terms and conditions. Storage of Construction Materials, Mechanized Equipment and Removal of Construction Debris Disturbance to the harbor bottom and intertidal areas shall be minimized. The applicant agrees not to store any construction materials, oils or liquid chemicals or other waste where it is subject to wave erosion and dispersion into the harbor waters. The applicant shall remove from the beach, bulkhead and dock area any and all debris resulting from the removcal of the existi�-in rinrk and the construction of the rP%Af dock. No mechanize equipment, with the exception of a barge or land -mounted crane, is allowed seaward of the bulkhead at any time. 2. Use of Platform Limited to Boating Related Uses By acceptance of this permit the applicant agrees and acknowledges that the sole use of the 10 by 14 foot platform area is limited to boating related uses and shall not be used for any other uses including but not limited to private residential patio amenities.
