HomeMy WebLinkAbout21 - Orange Street Storm Drain RepairsCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 21 June 12, 2007 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Mike Sinacori 949 - 644 -3342 or msinacori @city.newport- beach.ca.us SUBJECT: APPROVAL OF ORANGE STREET STORM DRAIN REPAIRS BY GCI CONSTRUCTION RECOMMENDATION: Approve the Orange Street Storm Drain Repairs performed by GCI Construction for a total amount of $43,792.48 DISCUSSION: Earlier this year, the Utilities Department responded to a water service failure off Orange Street and Canal Street. During the water service repair, City crews discovered that the adjacent storm drain pipe on Orange Street between Newport Shores Drive and Canal Street was leaking significantly and raised concerns about a potential failure. In addition, portions of the storm drain pipe was holding water, causing a health and water quality issue, as ponding water can become odorous and violate discharge standards set by the Regional Water Quality Control Board. Bids were sought for the storm drain repair work, which ranged from a low bid of $29,735 to a high bid of $55,000. GCI Construction (GCI) provided the lowest bid and was authorized to proceed under their On -Call Professional Services Agreement with the City. Unfortunately, GCI encountered concrete and slurry in and around the storm drain pipe that had to be removed prior to the repair. In addition, it was further discovered that existing water and sewer services adjacent to the work area were in need of repair. The net result was approximately $14,000 in extra work to complete the project. The project has now been completed to the satisfaction of the General Services Department and the Public Works Department. Approval of Orange Street Storm Drain Repairs by GCI Construction June 12, 2007 Page 2 Environmental Review: The project was determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Implementing Guidelines at the time the project was authorized by the City Council. This exemption covers the repair, maintenance and minor alteration of existing public facilities with negligible expansion.
