Re: Mariners' Mile — Item #7
From October 17 to 21, 2014, on behalf of the City, the Congress for the New
Urbanism California Chapter conducted their Annual Charrette focusing on Mariners'
Mile. The five-day planning and design charrette tested new ideas to improve the
corridor. With public participation and local knowledge, the design teams identified
design techniques focusing on improving vehicular flow, the pedestrian experience,
and bicycle access. The recommendations developed by the Congress for the New
Urbanism are detailed in the final report which can be downloaded below.

An overview of the report will be provided at the March 5, 2015, Planning
Commission meeting.
The concepts presented in the report are intended to ignite creative discussions as
to what the community wants to Mariners' Mile to be. Also underway is an Orange
County Transportation Authority study reviewing multi-modal access through the
corridor. Several planning policies were proposed with the recent Land Use
Element, which became null and void with the failure of Measure Y.
Now may be the appropriate time to evaluate Mariners' Mile in a comprehensive
manner. The attached draft memo seeks direction from the City Council to the
Planning Commission pursuing this further. With the Planning Commission's
concurrence, it will be forwarded to the City Council.
Recommendation:
Review draft memo, modify as needed, and direct staff to forward memo to the City
Council for their consideration.

Re: Mariners' Mile Land Use Element Policies
In 2011, the City Council recognized Mariners' Mile as a "revitalization area", along
with five other areas of the City, which should have an investment of time, thought
and resources to bring the areas up to "Newport Beach" standards. Efforts in the
other areas (Corona del Mar, Lido Village, Balboa Village, West Newport and Santa
Ana Heights — Bristol Street) have either been completed or are well underway.
To date, the focus on Mariners' Mile includes an off-shoot of an Orange County
Transportation Agency study to evaluate traffic circulation through the corridor,
which is still being drafted. In addition, the Center for New Urbanism conducted a
design charrette in October 2014 to engage the public, stakeholders and community
leaders to develop recommendations for improving vehicular flow, the pedestrian
experience and bicycle access. The conclusions of the design charrette were
presented to the Planning Commission.
An important step in moving forward with a framework to encourage revitalization of
Mariners' Mile would be the consideration of updating relevant General Plan policies.
The proposed General Plan Land Use Element (LUE) amendment (Measure Y)
included revised policies relevant to Mariners' Mile to increase planning and
development flexibility. When Measure Y failed, those policies became null and
void. So in order to best position Mariners' Mile to be revitalized, the Planning
Commission believes those proposed policies that pertained to Mariners' Mile should
be reviewed, modified as appropriate after further outreach to stakeholders and
ultimately adopted.
If the City Council finds that the completion of the design charrette and the
conclusion of the OCTA study would be an appropriate time to consider policies
and regulations to encourage revitalization of the Mariners' Mile area, the
Planning Commission will provide recommendations to staff so that concepts can
be presented to the City Council in a Study Session hopefully later this year. At
that point, the Planning Commission will await direction from the City Council.
