SUBJECT: ADOPT A RESOLUTION CHANGING STREET SWEEPING PARKING
RESTRICTIONS ON THE WEST SIDE OF HIGHLAND STREET NORTH
OF COAST HIGHWAY
RECOMMENDATIONS:
Adopt a Resolution changing street sweeping operation and related NO PARKING
restrictions on the west side of Highland Street, north of Coast Highway from
Monday (9:30 a.m. to 12:30 p.m.) to Tuesday (9:30 a.m. to 12:30 p.m.).
2. Rescind Resolution 2004 -82.
DISCUSSION:
Currently, both sides of Highland Street, to the north of Coast Highway, are posted with
parking restrictions on Monday for sweeping. Area residents have requested modifying
the street sweeping schedule to reduce the impact to on- street parking.
Throughout most of the Newport Shores community, street sweeping occurs weekly on
Monday and Tuesday alternating between the west and east sides of each street. Staff
recommends changing the street sweeping restriction on the west side of Highland
Street from Monday to Tuesday. The General Services Department and Police
Department have been contacted regarding the proposed change and determined it
would not impact street sweeping operations or parking enforcement.
Environmental Review:
Staff determined that the project is exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15378 of the Guidelines. The action is not considered to be
a project as defined by CEQA.

RESOLUTION NO. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ESTABLISHING "NO PARKING"
RESTRICTIONS ON DESIGNATED STREETS ON SPECIFIC
DAYS AND TIMES TO IMPROVE STREET SWEEPING
EFFECTIVENESS AND RESCINDING RESOLUTION NO. 2004-82
WHEREAS, Section 12.44.150 of the Newport Beach Municipal Code provides
that the City Council shall by Resolution designate streets or portions of streets on which
the parking or standing of vehicles is to be prohibited. The City Council shall designate in
the Resolution the days of the week and the exact hours during which such prohibition
shall be in effect; and
WHEREAS, the City Council has determined that it is reasonable and in the public
interest to prohibit parking of vehicles at certain times and in certain areas of the City in
order to effectively operate the City street sweeping program;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach that parking of vehicles shall be prohibited between the hours of 8:30 A.M. to
12:30 P.M. on the following days and in the following areas:
