ISSUE: Fill a current vacancy on Economic Development Committee. RECOMMENDATION: 1. Fill current Economic Development Committee vacancy by appointing Mr. F. M. (Fred) Ameri as the Building Industry Association (BIA) representative. DISCUSSION: At their regular meeting of August 1st, 2007, the Executive Committee of the Economic Development Committee recommended that Mr. F. M. (Fred) Ameri be appointed to the EDC as the representative of the Building Industry Association (BIA). Mr. Ameri is a Senior Vice President of RBF Consulting, Inc., and a very active member of the local development consulting industry. He resides in Harbor Ridge, and will fill a position last held by Ms. Carol McDermott. For additional information, please note the attached brief biography. Submitted by: SHARON Z. Santa Ana Region - Originally appointed by Governor Pete Wilson in 1998; reappointed by Governor Gray Davis in 2000; and confirmed by the State Senate. The Board has the responsibility of overseeing all water quality related issues within substantial portions of the Counties of Orange, Riverside and San Bernardino, The primary functions of the Board are to prepare Basin Plans, set water quality standards and enforce its regulations. The Board has quasi-judicial authority to monitor the activities of all public and private works, which could affect the beneficial uses of water and natural resources within the Region. The Board generally meets on a monthly basis and hears all matters relating to the activities of its staff (over 80 full -time employees) for final decision. Chairman, Board of Trustees, World Affairs Council - Nominated by the Board of Trustees and elected by the general membership as Chairman of the Board of Trustees and the Executive Committee of the World Affairs Council, Orange County Chapter for 2004. The Council is a nationwide organization working toward educating the public in matters relating to international relations and current political, economic and social issues throughout the world. The primary function of the Board is to introduce Orange County to leaders of foreign countries and prominent national figures by facilitating dialogue between Orange County's political and (1) Z business leaders and these influential individuals through regular monthly meetings, seminars, lectures and presentations. Member Governmental Affairs Committee (GAC) - Building Industry Association (BIA) of Orange County since 1990 - Liaison between various jurisdictional agency representatives at the city, county and state level on industry issues and the Building Industry Association. Involved in numerous subcommittees for various pending state, and local legislation affecting the housing industry and the public and private sector interests. Past Chairman & Present Member - Development Processing Review Committee (DPRC), County of Orange, California since 1992 - Unanimously appointed by the five members of the Board of Supervisors for an indefinite term since 1992, representing the Fifth District. DPRC oversees the Countywide development processing activities, and advises the Board of Supervisors and their staff on development policies and governmental processing issues related to various land use policies, infrastructure facilities, environmental issues and fire protection planning on a Countywide basis. On a strictly voluntary basis, Mr. Ameri has worked closely with the County of Orange Supervisors and staff on various issues relating to infrastructure facilities affecting the public health, safety and welfare of our residents. Mr. Ameri is also a member of the Review Council for evaluation of the County of Orange Infrastructure Report Card, prepared by ASCE and UCI. Past Chairman & Present Member - Professional Liaison Committee (PLC), American Society of Civil Engineers, Orange County Chapter since 1987 - PLC provides dialogue and coordination between private sector "Professional Engineers and Land Surveyors" and various city, county, and state agencies. Member, Board of Directors, American Red Cross, Orange County Chapter — Elected to the Board of Directors for the 2005 -2006 term. Member, Board of Governors, California Wetlands Recovery Proiect — The Board of Governors includes top officials of 17 State and Federal partner agencies to oversee and carry out regional wetlands acquisition and restoration strategy. California Secretary for Resources is the Board's Chairman. Member, Central Committee, Republican Party of Orange County — Nominated and unanimously appointed to the Central Committee of the Orange County Republican Party representing the 70th Assembly District. He was sworn in at the Central Committee's meeting on August 21, 2006. Iranian American Community in California - Very active and well -known member of the Iranian American Community in California. The number of Iranian residents in California is close to one million, with a very high concentration in the southern part of the state, especially in the Orange County area. Mr. Amer-i's residency in California and in Orange County since 1960 has provided him with an exceptional understanding of the issues of Iranian and other (2) 6 immigrants in the United States. He is presently very active in encouraging this significant segment of California's ethnic population to participate in the political process and their assimilation into our society.
