RECOMMENDATION: Authorize the purchase of additional electronic utility atlas system components from Water, Inc. in the amount of $29,763.35 to complete the second phase of the electronic utility atlas map conversions. DISCUSSION: Background: The Water Inc. electronic atlas mapping system places detailed GIS utility mapping data in the hands of our field personnel and emergency call -out duty personnel in a more efficient and streamlined manner than paper utility atlas maps. Currently, our field staff can access the GIS utility database showing the location of our water, wastewater, and electrical system components only by using large paper atlas map books. Because this data is complex, a separate paper atlas map book is needed for each of the three utility systems. Additionally, these paper atlas maps are expensive to print and therefore can realistically be updated only once a year. This can result in our duty personnel not always having the most current utility location information when responding to an emergency. The Water electronic atlas mapping system utilizes InfraMap software and specially - adapted notebook computers that when fully implemented will allow our field personnel to access all utility information on one computer screen. Also, these field, computers integrate GPS technology, resulting in even greater efficiencies by bringing up all available utility location information automatically on screen at a particular location as personnel respond to routine field work orders and emergency call -outs. Additionally, since the Water system enables staff to receive GIS data in "real time" to the field, we are able to ensure our emergency responders always have the most accurate data when performing emergency shutdowns and utility excavations. Our field staff will also be able to record information or inaccuracies in the GIS database directly on the field Utility Atlas System 9125107 Page 2 computer screen with a special freehand marking pen. These mark -ups save directly into the GIS database, once again ensuring that our field staff and emergency responders always have the most current data available in real time. Staff solicited proposals in March 2007 from 48 companies nationwide to develop and implement an electronic atlas mapping system for the Department. Ultimately, Water was selected to provide these services. The Department authorized Water to start the first (pilot) phase of a multiphase program in April 2007 to integrate only the water system GIS data and supply two specially- adapted notebook computers for a fee not to exceed $30,168. Water has now completed conversion of the water system GIS data with the electronic atlas mapping system fully implemented. Accordingly, staff recommends proceeding to Phase 2 of the utility atlas map conversation program which includes conversion of the wastewater, storm water, and City -owned electrical system GIS data. Water submitted a proposal to perform these phase 2 services including, InfraMap software, integration of the utility data, and two specially- adapted notebook computers at a fee not to exceed $29,763.35.
