TO WATER FLUORIDATION

We, the undersigned professionals, come from a variety of disciplines but all
have an abiding interest in ensuring that government public health and
environmental policies be determined honestly, with full attention paid to the
latest scientific research and to ethical principles.
EIGHT recent events make action to end water fluoridation urgent.
1. The publication in 2006 of a 500-paae review of fluorld@'s WAC�Ol0yy by
a distinguished panel appointed by the National Research Council of the
National Academies (NRC, 2006). The NRC report concluded that the US
Environmental Protection Agency's (EPA) safe drinking water standard for
fluoride (i.e. maximum contaminant level goal or MCLG) of 4 parts per million
(ppm) is unsafe and should be lowered. Despite over 60 years of fluoridation,
the report listed many basic research questions that have not been addressed.
Still, the panel reviewed a large body of literature in which fluoride has a
statistically significant association with a wide range of adverse effects. These
include an increased risk of bone fractures, decreased thyroid function, lowered
IQ, arthritic -like conditions, dental fluorosis and, possibly, osteosarcoma.
The average fluoride dally Intakes (*) associated with many of these
adverse effects are reached by some people consuming water at the
concentration levels now used for fluoridation — especially small children,
above average water drinkers, diabetics, people with poor kidney function
and other vulnerable sub- groups. For example, the average fluoride daily
intake associated with impaired thyroid function in people With iodine deficiency
(about 12% of the US population) is reached by small children with average
consumption of fluoridated water at 1 ppm and by people of any age or weight
With moderate to high fluoridated water consumption. Of special rote among the
animal studies is one in which rats fed water containing t ppm fluoride had an
increased uptake of aluminum into the brain, with formation of beta - amyloid
plaques, which is a classic marker of Alzheimer's disease pathology in humans.

other calcifying tissues and the wide range of human sensitivity to any
toxic substance, fluoridation provides NO margin of safety for many
adverse effects, especially lowered thyrold.function.
Note: "Daily intake" takes into account the exposed individual's bodywelght
and is measured in mg. of fluoride per kilogram bodyweight
2. The evidence provided by the US Centers for Disease Control and
Prevention (CDC) in 2005 that 32% of American children have dental
fluorosis —an abnormal discoloration and mottling of the enamel. This
irreversible and sometimes disfiguring condition is caused by fluoride.
Children are now being overdosed with fluoride, even in non- fluoridated areas,
from water, swallowed toothpaste, foods and beverages processed with
fluoridated water, and other sources. Fluoridated water is the easiest source to
eliminate.
3. The American Dental Association's policy change, in November 2006,
recommending that only the following types of water be used for preparing
infant formula during the first 12 months of life: "purified, distilled,
delonized, demineralized, or produced through reverse osmosis." This new
policy, which was implemented to prevent the ingestion of too much fluoride by
babies and to lower the risk of dental fluorosis, clearly excludes the use of
fluoridated tap water. The burden of following this recommendation, especially
for low income families, is reason alone for fluoridation to be halted immediately.
Formula made with fluoridated water contains 250 times more fluoride there the
average 0.004 ppm concentration found in human breast milk in non - fluoridated
areas (Table 22 =6, NRC, 2006).
4. The CDC's concession, In 1999 and 2001, that the predominant benefit
Of fluoride In reducing tooth decay is TOPICAL and not SYSTEMIC. To the
extent fluoride works to reduce tooth decay, it works from the outside of the
tooth, not from inside the body. It makes no sense to mink it and expose the
rest of the body to the long term risks of fluoride ingestion when fluoridated
toothpaste is readily available.
Fluoride's topical mechanism probably explains the fact that, since the 1980s,
there have been many research reports indicating little difference in tooth decay
between fluoridated and non - fluoridated communities (Leverett, 1982;
Colquhoun, 1984; 1985 and 1987; Diesendorf, 1986; Gray, 1987; Brunelle and
Carlos, 1990; Spencer, 1996; deLiefde, 1998; Locker, 1999; Armfield and
Spencer, 2004; and Pizzo 2007 - see citations). Poverty is the dearest factor
associated with tooth decay, not lack of ingested fluoride. According to the
World Health Organization, dental health in 12 -year Olds in non - fluoridated
industrialized countries is as good, if not better, than those in fluoridated
countries (Neurath. 2005).
5. In 2000, the publication of the UK government sponsored "York
Review," the first systematic scientific review of fluoridation, found that
NONE of the studies purporting to demonstrate the effectiveness of
fluoridation to reduce tooth decay were of grade A status, i.e. "high
quality, bias unlikely" (McCcnagh et al, 2000).
6. The publication In May 2006 of a peer - reviewed, case - controlled study
from Harvard University which found a 5 -7 fold increase in osteosarcoma
(a frequently fatal bone cancer) in young men associated with exposure to
fluoridated water during their 61h, 7th and 6th years (Bassin at al., 2006).
This study was surrounded by scandal as Elise Bassin's PhD thesis adviser,
Professor Chester Douglass, was accused by the watchdog Environmental
Working Group of attempting to suppress these findings for several years (see
eo). While this study does not prove a relationship between fluoridation and
Osteosarcoma beyond any doubt, the weight of evidence and the importance of
the risk call for serious consideration.
7. The admission by federal agencies, in response to questions from a
Congressional subcommittee in 1999 -2000, that the industrial grade waste
products used to fluoridate over 90% of America's drinking water supplies
(fluorosilicate compounds) have never been subjected to toxicological

2000; Plaisier, 2000; Thumau, 2000).

8. The publication in 2004 of "The Fluoride Deception" by Christopher
Bryson. This meticulously researched book showed that industrial interests,
concerned about liabilities from fluoride pollution and health effects on workers,
played a significant role in the early promotion of fluoridation. Bryson also
details the harassment of scientists who expressed concerns about the safety
and/or efficacy of fluoridation (see Bryson interview).
We call upon Members of Congress (and legislators In other fluoridating
countries) to sponsor a new Congressional (or Parliamentary) Hearing on
Fluoridation so that those in government agencies who continue to support the
procedure, particularly the Oral Health Division of the CDC, be compelled to
provide the scientific basis for their ongoing promotion of fluoridation. They must
be cross- examined under oath if the public is ever to fully learn the truth about
this outdated and harmful practice.
We call upon all medical and dental professionals, members of water
departments, local officials, public health organizations, environmental
groups and the media to examine for themselves the new documentation that
fluoridated water is ineffective and poses serious health risks. It is no longer
acceptable to simply rely on endorsements from agencies that continue to
ignore the large body of scientific evidence on this matter — especially the
extensive citations in the NRC (2006) report discussed above.
The untold millions of dollars that are now spent on equipment, chemicals,
monitoring, and promotion of fluoridation could be much better invested in
nutrition education and targeted dental care for children from low income
families. The vast majority of enlightened nations have done this (see
statements).
It is time for the US, and the few remaining fluoridating countries, to
recognize that fluoridation is outdated, has serious risks that far outweigh
any minor benefits, violates sound medical ethics and denies freedom of
choice. Fluoridation must be ended now.

fluoride. One study has prompted the FDA to warn parents
not to let children ingest fluoride in toothpaste while brush-
ing teeth. Another demonstrates that people who use fluori-
dated water in aluminum cookware release up to 1,000
times more alurnmum into their food.
Opposition to fluoridation has always been treated as an
anomaly, to be explained as the activity of fringe groups and
quacks. Nevertheless, not all critics of fluoridation can be
described as quacks, nor have they been effectively silenced.
Brian Dementi, toxicologist at the Virginia State Department of
Health, in his 1981 report fluoride in Drinking Water, discussed the
many scientific papers showing fluoride to be both mutagenic and
eammogeilic. Albert Burgstahler, a Kansas biochemist and co-

Fluoride has a powerful ell= on enzymes, effectively blocking their tensity,

the elderly. However, it is the otganofluorine drugs that have proved a more parent
soutce of medicaments, like the antibiotic ofloxacin, used world -wide. There ate now
about a dozen such drugs; some are so potent that a single dose will cleat up certain

Geohgius Agricola described the use of fluorspar (Calcium fluoride. CsF y as a flux for
molten metals in 1529, pointing out that this mineral would melt and flow when heated
in a fire, and that it was added to furnaces for smelting metals because the melt became
mote fluid and essiet to work with. A second benefit was discoveted by Heirrick
Schwanland, who found, in 1670, that if fluospat was dissolved in acid the solution

could he used to etch glees. The fast glass to be so affected was reputed to be that of his
spectacles, but this story may be more apocryphal than gospel.
The early chemists were aware that fluorides contained an unknown element' fluorine,
and that its compounds greatly resembled those of chlorine, but they could not isolate
it. The French scientist, Andre Ampime, wined the name fluorine in 1812 but later
changed his mind in favour of phthorine, derived from the Greek'phrhoma, meaning
destructive. By then, however, the great Humphrey Davy was using the name fluorine
and his choice prevailed. He, litre many of his contemporaries, was unable to isolate the
element, and, litre several of them, he became ill by trying to isolate it from in arid,
hydrofluaric add. Some chemists, such as the French chemist Jerome Nickles of

George Gore, in 1869, passed m electric currant through water -free hydrofluoric
acid and found that the gas that was liberated at the anode reacted viWendv with his

1886 that Henri Monstan (1852 - 1907). in Paris, obtained it by the elecvo -lysis of a
mixture of potassium bifluor de (KHF,,' dissolved in anhvdrous hydrofluoric acid. He
was awarded the 1906 Nobel Prize for Chemistry for this work (and for the develop.
ment of the electric furnace).

The gas is generally made where it is needed. Its main uses ate in making uranium
hexafluoride (LFs) for the nuclear indusay, sulfur hexafluotide (SFr,) for the electric-
ity supply industry, and chlorine mflueride (CIF,) for the chemical industt. UF„ is
needed to separatethe nucleat fuel, utanium -235, from its mote common isotope, ura-
nium -238. Chlorine uifluoride is used it. make UFs. Sulfur hexafluoride is the inert
insulating gas which surrounds high-post et electricity transformers.
Fluorine gas can now be handled in bulk and even transported safely as a liquid in
containers that are protected by liquid air. It has even been tried as a possible rocket
propellant. Diluted with niuogem fluorine is much safer to handle; it is used m treat
polyethene containers to give them a coating of organofluoto polymer, so making them
bnpermesble to solvents. Vehicle fuel tanks made of such treated plastic are less likely
to rupture m a crash and so less likely to cause a fire.

These can be liquids, based on short chains of carbon atoms, or polymers, with long
chains of carbon atoms. Both have lots of uses. Fully fluorinated short -chain carbons
make excellent solvents, with boiling points ranging from 25 to 250oC, depending on
the length of the chain. They are inert, heat- stable, non- fismrnable, non -toxic and of
low vismsitY They are used as refrigerants, lubricants and cleaning fluids for electric

atmosphere by the leaves, retards the growth of plants and reduces crop yields. Those

Contrary to popular belief, it was not space exploration that led to the development of
the nonstick frying peer but the other way, round. The nonstick frying pan relies on
Teflon, the poly mcr poly(mtmfluoroeehene), which was discovered by Roy Plunkett at
the DuPont research laboratories at Deepwarer, New Jersey, on 6 April 1938. That

solved in the 1950s by Luis Hartmann, who treated the metal surface with acid w
form microscopic holes, then applied the polymer as an emulsion and baked it at 40WC
for a few minutes. The polymer melts, forms a film over the surface and runs into the
tiny etched pits, filling them and therebe becoming wedged fast and so gripping the rest
of the Teflon film tightly to the surface.

On June 29, 2000, Dr. J. William Hirzy, Vice - President of the National Treasury Employees Union Chapter 280,
testified before the US Senate Subcommittee on Wildlife, Fisheries and Drinking Water. The union represents the
professional employees, including scientists, engineers, and lawyers, of the Environmental Protection Agency in
Washington, D.C. The union voted to oppose water fluoridation in 1997. In his statement before the Subcommittee, Dr.
Hirzy, who is a toxicologist, explained why the union opposes fluoridation and asked for a national review of current
fluoridation policy by a Joint Select Committee of Congress. He noted the lack of research on the long-term effects of
fluoride exposure and pointed out research that links fluoride toxicity to bone pathology, Including cancer, and to
diverse brain and neurological problems.
Dental fluorosis, the only officially - recognized negative consequence of over - exposure to fluoride, is a mottling of teeth
that the Centers for Disease Control, the EPA, and the American Dental Association consider simply 'cosmetic.' Dr.
Hirzy explained to the Subcommittee that fluorosis is a sign that the body is accumulating more fluoride in its tissue
than metabolic processes can handle: "We can see the effect on teeth. Few researchers, if any, are looking for the
effects of excessive fluoride exposure on bone and other tissues in American children."
A two -year study conducted by the National Toxicology Program (NTP), using rats and mice, linked sodium fluoride in
drinking water to osteosarcoma (bone cancer). "The positive result of that study (in which malignancies in tissues other
than bone were also observed), particularly in male rats, is convergent with a host of data from tests showing fluoride's
ability to cause mutations (a principal trigger' mechanism for inducing a cell to become cancerous)... and data showing
increases in osteosarcomas in young men in New Jersey, Washington and Iowa based on their drinking fluoridated
water." Dr. Hirzy told the Subcommittee that the initial results of the National Toxicology Program study, published in
1990, "would have ended fluoridation." Instead, a special commission reviewed the initial report and changed the NTP's
findings of 'clear evidence of carcinogenicity in male rats'to'equivocal evidence of carcinogenicity in male rats.' Senior
Science Adviser and Toxicologist in the EPA's Office of Drinking Wat er, Dr. William Marcus, publicly objected to the
change and was then fired. A judge later ordered that he be reinstated with back pay and damages. .
In addition to asking for an independent review of the tumor slides from the NTP bioassay, the union asked the
Subcommittee to "order an epidemiology study comparing children with dental fluorosis to those not displaying
overdose during growth and development years, for behavioral and other disorders." Since 1994, animal studies have
shown that a prenatal exposure to fluoride can result in hyperactive behavior. Fluoride also has adverse effects on the
pineal gland, the brain, and kidneys — even at the'optimal' dosage of one part per million. Fluoride has also been linked
to lower IQ scores in children.
The union's third recommendation to the Subcommittee was that it order future toxicity studies to use the actual
chemicals — hydrofluosilicic acid and its sodium sett — now used in 90% of fluoridation programs instead of a substitute
chemical. Hydrofluosilicic acid is a toxic waste product of the phosphate fertilizer industry. The EPA states that it cannot
identify any chronic studies using these chemicals. Recent studies have linked these chemicals to elevated lead levels
in children's blood and to anti - social behavior.
Dr. Hirzy told the Subcommittee that "...since federal agencies are actively advocating that each man woman and child
drink, eat and bathe in these chemicals, silicofluorides should be placed at the head of the list for establishing a MCL
[Maximum Contaminant Level] that complies with the Safe Drinking Water Act. This means that the MCL be protective
of the most sensitive of our population, including infants, with an appropriate margin of safety for ingestion over an
entire lifetime."
Meanwhile, the rationale for adding fluoride to the water supply, i.e. prevention of tooth decay, is not being supported
by recent scientific studies. A study involving 39,000 school children (ages 5-17) found "no significant differences (in
terms of decayed, missing and filled teeth) among caries incidences in fluoridated, non - fluoridated and partially
fluoridated communities." Likewise, a comparison between Newburg, New York which has fluoridated its water for 50
years, and Kingston, New York, which does not add fluoride to its water, found no appreciable difference in dental
decay. Children in Newburg, however, did show much higher rates of fluorosis. Furthermore, Dr. Hirzy noted that
Europe and the US have about the same rates of tooth decay even though most European countries do not fluoridate
their drinking water.

REASONS FOR OPPOSING THE FLUORIDATION OF WATER
First, as a matter of principle I strongly object to being medicated against
my will and without good reason. Furthermore, the Is little reason to trust
the FDA and other "authorities" assurances that fluoridation is safe when
vie find they must repeatedly recall or modify warnings regarding drugs
and pesticides they previously assured us were safe or safe if used as
directed. However, for those who choose to place their faith In the
authorities, let them put drops or tablets of fluoride in a glass of regular
water instead of making me buy a water filter and pay more taxes fora
municipal fluoridated water supply.
Fluoridation is particularly hazardous to young children. You can't control
how much water they will drink as it's governed by thirst; likewise how
much fluoride they'll ingest from.using fluoridated toothpaste. And what if
Mom prepares a soup using fluoridated tap water? As the water boils off
the concentration of fluoride in the soup Increases. In short, there is no
practical means of controlling the actual fluoride intake of our populati on.

Some Health Problems Caused by Fluorides.
Fluoride exposure during pregnancy linked to learning disabilities,
attention deficit and other behavior disorders. Alzhelmees disease has
been linked to the bloavallability of Aluminum which finds it's way into the
brain, it turns out that fluoride can double the amount of aluminum
deposited In the brain.
Osteoporosis, carpal tunnel syndrome and arthritis linked to brittle bones
and more porous tooth enamel. 5 epidemiological studies in 3 different
countries show as much as an 87% higher risk of hip fractures in the
elderly - even where the fluoridation was below 1.5 parts per million (ppm).
In 1981, Dean Burk, Chief Chemist at the National Cancer Institute, testifled
at congressional hearings that 40,000 cancer deaths in 1981 were
attributable to fluoride. That's 40,000 deaths that could have been
prevented by NOT fluoridating the public water supply. in 1990 a 10 year
study completed by the Federal Dept. of Health and Human Services fourpd
that fluoride was carcinogenic.

Symptoms of the thyroid disorder, hypothyroidism, which include
depression, fatigue, weight gain, muscle and joint pain, increased
cholesterol levels, and heart disease correlate closely with symptoms of
fluoride poisoning. This may be due to the chemically related fluorides
interfering with the uptake and utilization of iodine needed by the thyroid.
In view of our current epidemics of obesity, diabetes, and cardiovascular
disease it seems irrational to compound our healthcare problems with
fluoridation.
