Newport Boulevard and 32nd Street Modification — Approval of Revised Parking Lot
Concept Plan (CAP12 -0009)
As part of the Newport Boulevard and 32nd Street Modification Capital Improvement Project, a new public
parking lot (the "Marcus Lot ") will be constructed to mitigate the loss of on- street parking along Newport
Boulevard. After meeting and working with local residents living on Marcus Avenue regarding their
concerns that an earlier concept had an entry and exit off of Marcus Ave, staff developed a revised parking
lot concept plan that is satisfactory to the City staff and appears to address the residents' concerns.
RECOMMENDATION:
Approve the revised parking lot concept plan that will be constructed on the northwest corner on Newport
Boulevard and 32nd Street.
FUNDING REQUIREMENTS:
Approval of the parking lot conceptual plan does not require any additional funding. The project itself is
provided for within the Capital Improvement Program.
DISCUSSION:
Staff is currently preparing final construction documents for the Newport Boulevard and 32nd Street
Modification project which is located on Newport Boulevard between Via Lido and 30th Street. This project
involves widening Newport Boulevard to accommodate one additional northbound through lane from 30th
Street to 32nd Street and one additional southbound through lane from Via Lido to 32nd Street terminating
as a right -turn only lane at 32nd Street. Bike lanes on both sides of Newport Boulevard will be extended
from Via Lido to 32nd Street.
This project also involves construction of raised landscaped medians, parkway trees and some
landscaping, street light modifications with upgrades to LED lights, traffic signal modifications, and signage
and pavement striping. As a result of the roadway widening and the addition of vehicular and bike lanes,
on- street parking along Newport Boulevard between Via Lido and 30th Street will be relocated. The City

recently acquired the necessary parcels in order to widen the roadway and construct a new public parking
lot (the Marcus Lot) at the northwest corner of Newport Boulevard and 32nd Street. The Marcus Lot will
mitigate the loss of on- street parking along Newport Boulevard.
Staff presented the roadway and parking lot layout/landscape concept plans to City Council during the
November 12, 2014 Study Session. This conceptual plan included layout and landscape improvements for
the Marcus Lot. Two alternatives for the parking lot layout were presented; one with 30 parking stalls and a
second with 33 parking stalls. Both of these alternatives involved providing new vehicular access from
Marcus Avenue. Due to the location and proximity to the beach, City Council directed staff to proceed with
the 33 parking stall alternative.
On February 3, 2015, staff met with Mayor pro Tern Dixon and local residents at their request to discuss
the proposed parking lot layout. Residents were very concerned with the potential increase of vehicular
traffic on Marcus Avenue due to the proposed driveway location on Marcus Avenue. Staff agreed to further
study and evaluate the feasibility of moving the proposed access driveway location back onto 32nd Street.
After some design and utility review, staff developed the attached revised parking lot concept plan that
provides for 32 parking stalls with vehicular access from 32nd Street. The driveway location has been
moved further away from the Newport Boulevard and 32nd Street intersection to increase sight distance
and improve safety. Staff also completed preliminary utility research and believes that all conflicting utilities
may be removed and /or relocated in order to implement this revised parking lot layout.
Although the new proposed parking lot has one less parking space within the lot, two existing spaces on
Marcus Avenue will now remain reducing our on- street parking mitigation number from 27 down to 25,
thus gaining one more spot for a total net increase of 7 parking spaces. Both the residents and staff find
this revised parking lot concept plan satisfactory which also addresses the residents' access concerns.
Staff now recommends City Council approval.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality
Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably
foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as
defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly or indirectly
