SUBJECT: ADOPT A RESOLUTION FOR THE INSTALLATION OF STOP SIGNS
AT THE INTERSECTION OF CLAY STREET AND RIVERSIDE AVENUE
RECOMMENDATION:
Adopt a Resolution for the installation of STOP signs at the intersection of Clay Street
and Riverside Avenue to create an all -way stop.
DISCUSSION:
The Newport Heights/Cliff Haven Traffic Management study included a
recommendation to install STOP signs on Clay Street at the intersection with Riverside
Avenue. Currently, northbound and southbound vehicular traffic along Riverside
Avenue is required to stop at Clay Street. Per the study and staff review, posting of
STOP signs for eastbound and westbound Clay Street is recommended to create all -
way STOP control at the intersection.
Requiring vehicles to stop on Clay Street will improve safety at the intersection and will
better control the right -of -way. STOP signs on Clay Street will also discourage cut -
through traffic by changing the existing pattern of all -way stops at every other
intersection along Clay Street. The attached exhibit shows the existing stop pattern.
Environmental Review:
Categorically Exempt under Chapter 3, Article 19, Section 15301, Class 1(c) of Title 14,
California Code of Regulations. Exemption is for minor alteration of existing facilities not
expanding existing uses.
