SUBJECT: VEHICLE CODE ENFORCEMENT IN NEWPORT RIDGE NORTH
RECOMMENDATION:
Introduce an Ordinance amending Chapter 12.66 of the Newport Beach Municipal Code
to apply provisions of the California Vehicle Code (CVC) to private roads in the Newport
Ridge North neighborhood; and pass to second reading on October 23, 2007.
DISCUSSION:
In July 2006, a traffic .engineering firm hired by the Newport Ridge North Community
• Association (Association) completed a traffic study reviewing existing speed limits,
intersection controls, crosswalks, and other traffic considerations within the community.
In October 2006, the Association requested approval of Califomia Vehicle Code
Enforcement in their community. The Public Works Department communicated to the
Association that they would need to provide a traffic signing and striping plan before its
request cflUld be approved. This requirement was necessary because there are
currently no approved traffic plans for the development. In addition, the Association
had previously installed various non - standard striping and signing improvements. To
approve the request, specific traffic signs would need to be removed, and additional
striping installed. The professional traffic engineering firm hired by the Association
prepared the plans. The Public Works Department has approved the submitted plans
and recommends approval of the Association's request for CVC enforcement.
Environmental Review:
Categorically Exempt under Chapter 3, Article 19, Section 15301, Class 1(c) of Title 14,
California Code of Regulations. This exemption is for the operation of existing facilities.

• AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH AMENDING CHAPTER 12.66 OF THE
NEWPORT BEACH MUNICIPAL CODE TO APPLY PROVISIONS

The City Council of the City of Newport Beach does hereby ordain as follows:
SECTION 1: Section 12.66.098 of the Newport Beach Municipal Code is to read
as follows:
12.66.096 Application of Vehicle Code to Private Roads in the Newport
Ridge North Community.
The provisions of the California Vehicle Code shall apply to the following private
streets in the Newport Ridge North residential development in the City of Newport
Beach:
Bandol
Chambord
Fontaine
Le Mans
Riez
Ronsard
Tarascon
Bargemon
Fayence
Harcourt
Musset
Rivage
Seyne
Vernon
Cavaillon
Ferrand
Jarden
Nerval
Rochelle
Sommet
Vincennes
SECTION 2: The City Clerk shall cause the same to be published once in the
official newspaper of the City, and it shall be effective thirty (30) days after its adoption.
SECTION 3: This ordinance was introduced at a regular meeting of the City
Council of the City of Newport Beach held on the. 25 day of September, 2007, and
adopted on the _ day of 2007, by the following vote, to wit:
