SUBJECT: Marina Park Master Plan
ISSUE:
What is the Council's opinion about the proposed Master Plan for Marina Park?
RECOMMENDATION:
1. Receive staff report and presentation about the Marina Park Master Plan; offer
Council comments; allow for public comment about the Master Plan;
2. Approve the Marina Park Master Plan, either as is or as amended; and
3. Authorize the City Manager to bring forward a contract with Rabben /Herman design
for the Schematic Design phase of the Marina Park Project.
DISCUSSION:
Background. The Marina Park Mobile Home Park is located on a large City -owned
parcel at 1770 West Balboa Boulevard on the Balboa Peninsula between 15th and 18"'
Streets. The City acquired the property from Pacific Electric Land Company in 1919.
The initial use of the property after purchase was for a City campground. Campers paid
$.75 /day for waterfront camp areas and $.50 /day for interior spaces. The Park was later
renovated in 1955 to a trailer court for 120 trailers. Accommodation of larger mobile
homes put the Park at today's capacity of 58 mobile homes.
In a series of leases dating back to 1973, the City has consistently informed the mobile
home tenants at Marina Park ( "Lessees" or "Tenants ") that MP would be closed and put
to another use. In June 2005, the City Council took an action directing City staff to
prepare the documents associated with transitioning MP to an interim open space use.
On March 14, 2006, the Council approved park closure documents. Final closure
settlement with nearly all the tenants at Marina Park was entered into in recent months.

Re -Use Planning. In early 2005, the Council formed the City Council /Citizens
Committee on Marina Park Planning. Council asked the Committee to:
1. Gather and consider technical information related to the property;
2. Assess the community needs relating to parks, boating, and recreation facilities;
3. Develop a plan for gaining public input on future use of the property; and finally to
4. Develop possible future re -use alternatives for the City Council to consider.
The Planning Committee met four times between March 2005 and September 2005 in a
series of public meetings at Newport Beach City Hall. They heard presentations by
eight different groups or persons advocating eight different future use scenarios for
Marina Park. These proposals were summarized at a Council meeting in early 2006 —
shortly thereafter, a plan came forth, developed in large part by Mayor pro Tern Selich,
that combined two of the most prominent proposals from the Planning Committee
On October 10, 2006, the Council favorably received this Concept Plan (then called the .
Park + Marina Plan) and approved the following scope of work for it:

1. Preliminary Design with three parts:
Part A - -- Testing the Concept. Includes Record of Survey, determination of utilities,
harbor lines, etc -- basically determining how the Plan fits on the site, looking for fatal
flaws, getting it ready for Part B (additional community outreach).
Part B -- Additional Community Outreach. Assuming concept plan will work
physically and practically, we would embark upon an additional community outreach
period (may include an additional public meeting, one or more mailings to the
community and to interested stakeholders, more).
Part C -- Refinement. Design team refines the plan based on community and council
input and prepares the concept plan for formal Council consideration, including CEQA
(California Environmental Quality Act) requirements. This part would include a
summary of what permits will be required, what agencies need to be consulted, and
what funding sources are available. A project cost estimate (including design,
permitting, and construction) should be part of this, too.
2. Design Development & Permitting. The concept plan would be brought up to
construction documents, with all CEQA work done and all permits achieved. A funding
plan would be developed and implemented along with Phase II.
3. Construction. With design development complete and a financing plan in place, the
project would be put out to bid for construction, including construction management.
Depending upon funding, construction may occur in up to three phases.
The City engaged Dan Herman of Rabben /Herman Design, who initially worked with the
group Protect our Parks, to refine the plan through its concept stages. A new Design
Committee — the 9- member Council /Citizens Committee on Marina Park Design (formed
in November 2006 to further refine the plan) — worked with Mr. Herman.

The Design Committee met five times in open, noticed meetings here at City Hall. The
major change since the Council last saw the Plan is the removal of the American
Legion's leased property and facilities from the Plan. The American Legion made it
clear to City representatives and to the Committee that the Legion was not interested in
any version of the Plan that changed its operations.
As such, the current Master Plan (updated from a Concept Plan) does not affect the
Legion's leased property. It does propose moving the twin tennis courts to the site now
occupied by "Veterans Park," a small city -owned park near the Legion Hall that is not
part of the premises of the Legion's lease with the City.

Next Phase — Schematic Design
If the City Council likes the Master Plan, the Project will enter the Schematic Design
Phase. This Phase includes:
Schematic Design Phase
1. Traffic Study — Prepare a Traffic Study of the proposed project.
2. Soil Testing — Coordinate soil testing studies to determine requirements for design of
marina and buildings.
3. Public Involvement
• Meet with Design Committee on an ongoing basis throughout schematic design process
• Meet with City staff on a regular basis throughout schematic design phase
4. Complete Schematic Design package for all proposed improvements — refine existing
Concept Plan and develop to a Schematic Design level. Reflect results of Traffic Study, Soil
Testing, and additional client information and Committee requests into design. Includes:
• Overall Site Development Plan — Includes vehicular paving /entry and parking areas,
pedestrian hardscape — illustrating limits of pedestrian paving and proposed materials,
children play areas — including dry and wet play areas, plans, sections and selection of
equipment, beach improvements — including regrading and expansion of beach area,
landscape planting — illustrating proposed trees and shrub massing, Site Lighting —
fixture locations and catalogue cuts.
• Overall Site Grading and Drainage Plan — illustrating proposed contours, bio- swale, and
drainage structures if required.
• Building Plans — Community and Aquatic Center, restroom/lighthouse, marina control
building. Includes plans and elevations.
• Visiting Vessel Marina Plan — includes specific seawall recommendations, dock and
ramp and other support facilities, plan and sections.
• City Sailing Docks and Water Side Facilities Plan — includes plan and sections.
• Utility Plan — single line plan for water, sewer, gas and electric service.
• Develop Schematic level estimates of probable construction cost.
5. Phasing and Funding — Work with City staff to develop a funding source and project
phasing plan.

6. California Coastal Commission Submittal and Processing
• Determine if LCP requires amendment.
• Coordinate with City planner on application package.
• Meet with CCC staff to discuss scope of project and application packaging.
• Coordinate application.
• Coordinate and review CCC staff recommended conditions.
• Review staff report for public hearing, provide input.
• Attend CCC meeting when the CDP is considered.
7. CEQA Documentation
• Conduct Initial Study.
• Prepare CEQA Documentation.
Past & Future Outreach Opportunities
As noted, the Council /Citizens Committee has held five noticed public meetings about
the Master Plan. The Parks, Beaches, and Recreation Commission will have heard
about the current design at its November 6, 2007 meeting. A Neighborhood Meeting,
noticed using direct mail, e-mail, and notification to five area community associations,
will have been held on Thursday, November 8, 2007 at the Legion Hall. In addition to
the November 13, 2007 City Council meeting, the Parks Beaches, and Recreation
Commission has scheduled another opportunity for public comment at its December 4t',
2007 meeting. Finally, the same presentation that the Design Committee last heard is
up on the City's website under "Projects" then "Marina Park."
As the Master Plan enters its Schematic Design phase, the public will have additional
opportunties to review and comment on the plan, because this phase includes
permitting and an environmental document associated with the California Environmental
Quality Act (CEQA).
This Agenda Item. This Agenda Item asks:
1. For the Council's comment and public comment about the Master Plan
2. For the formal approval of the Master Plan so that staff can bring the Project into the
Schematic Design Phase; and
3. For authorization to bring a contract back to the City Council with Rabben /Herman
Design to do the Schematic Design work.
