We., the undersigned, citizens of Ills City of Newport Beach, hereby.peation the City to
Immediately regulate residential care and related business" to eliminate over -
concentration, that negatively impacts the community's health and safety, and changes
the character of our neighborhoods. Enact ordinances addressing all Hems, below: .
• All unlicensed residential care facilities and licensed facilities of 7 or more are NOT
permitted In R9, R1.5, R.2 residential zones; only allowed MFR with Use permit.
• Establish Overlay Zone including Lido Isle and village, Balboa Peninsula, Went
Newport, Bayshores, Corona del Mar, and the Heights.
• Define and regulate Integral factlities to eliminate 6-and-under-loopholes, including
residential and commercial zones.
• Require 1,000 foot separation between each facility and address, regardless of
business owner. Applicable to new and existing facilities.
• All residential facilities of 7 or greater and all unlicensed facilities required to apply
for Use permit. City to rule within 6 months of application.
• All residential facilities must have a business license.
• immediate enforcement and abatement of Illegal businesses.

There are over 100 "group homes" in our coastal community. Citizens of Newport Beach
hereby petition the City to immediately enact ordinances to eliminate and. prevent further
