Tam not a member of any association. I saw the meeting on Group Home Ordinance in the newspaper and wanted to attend because of our family concerns. My husband and I are retired and have owned our single family residence since 1968. We live next door to a family with two children, ages 12 and 3. Across the street lives a 13 year old girl and her mother. Down the street is a family with 2 small boys. We have 9 grandchildren who visit often. Their ages are 3 to 17. My point is this is a family neighborhood. This morning I asked my husband to measure our block. It is 150'. If you measure from the middle of the street to the middle of the next, it is 180.' On the corner across Balboa Blvd. Is a group home. Until 2 years ago when the property was sold, there was another home directly across the street from us. They were about 120 feet from each other. All of us were aware and bothered by the sitting outside and smoking of the residents. We must pass the other home when we walk to the beach. One day last summer, a neighbor on the next block and her 12 year old daughter walked by on their way to the beach. They were hit by water balloons which caused tears and a scene. It was not reported because they did not want to cause trouble. We are all very concerned about the many such homes in our area. Last night I came away with the feeling that the Mayor and City Council have very little concern and no understanding'of our fiust ation. I ndifference came through loud and clear. We urge you to reexamine this draft and address more strongly the density of our West Newport area. We urge you to put a reasonable distance between these homes. 1000feet would be reasonable. We urge you to eliminate all unlicensed units. I do not understand how they can be grandfathered.. If I opened a business with no license, I would be forced to shut down. It is obvious that a tremendous amount of money is involved and money is speaking louder than we residents of Newport Beach. As an added note, coincidently a golf buddy of my husband paid for his daughter to live in the home on the corner of our street. After $30,000 a month, a mortgage on their home, and raising her three year old daughter, she is not drug free and worse than before. The City Council is elected to represent the needs of its citizens. Last night you saw the graph of where these group homes are concentrated . If you insist that this amount of homes are unavoidable, then spread them out. Please put them in your neighborhoods. A very concerned resident, Comnne Gibson 209 43rd Street Newport Beach, CA 92663
