SUBJECT: ACCEPTANCE OF U.S. DEPARTMENT OF JUSTICE
COPS 2005 TECHNOLOGY GRANT
RECOMMENDATION:
1. Accept for administrative purposes, the U.S. Department of Justice, Office of
Community Oriented Policing Services (COPS) 2005 Technology Grant Award in
the total amount of $246,661 for the Orange County Integrated Law and Justice
Project.
2. Approve a budget amendment increasing revenue account 1820 -4824 and
expenditure account 7017- C1820882 by $246,661 to facilitate the administration
of these grant funds on behalf of all municipal police departments and the
Sheriff's Department in Orange County.
3. Authorize the City Manager and the Chief of Police to sign the Grant Document,
accepting the Grant Award.
DISCUSSION:
Background:
The Newport Beach Police Department and Police Chief Bob McDonell have been
actively involved in the Orange County Integrated Law and Justice Project for over eight
years. Currently, Chief McDonell serves as Chairman of the Steering Committee for
this Project involving every municipal police department, the Sheriff's Department, and
every facet of the criminal court system. On March 9, 2004, Council authorized the
transfer of three COPS Technology Grants (2001, 2002, and 2003) for administrative
purposes to the City of Newport Beach. The total amount of these three grants is
$1,989,148. These funds are being used in the development of several projects as
identified in the comprehensive Strategic Plan of the Orange County Integrated Law and
Justice Project. On October 26, 2004, the Council accepted the COPS 2004
Technology Grant in the amount of $296,843 to fully integrate information systems
throughout the law enforcement and criminal justice agencies in Orange County.

The goals and objectives of the COPS 2005 Technology Grant are to initiate and
complete the integration and automation of the Case Filing System throughout all the
County and local criminal justice agencies. The funds provided as part of this grant will
be used towards the purchase, installation and implementation of a countywide case
filing system. This system will allow all criminal justice agencies the ability to file cases
and transfer documents across the multitude of diverse computerized systems in
existence today.

Department of Justice, 2005 COPS Technology Grant ($246,661). No matching funds
are required for this grant.
