SUBJECT: ADOPTION OF STANDARDS FOR INSTALLING DETECTABLE
WARNING SURFACES FOR CURB ACCESS RAMP CONSTRUCTION
WITHIN THE PUBLIC RIGHT -OF -WAY
RECOMMENDATION:
Adopt the updated Curb Access Ramp Standard Plan Nos. STD - 181 -L -A, STD- 181 -L-
B, STD - 181 -L -C, and the new STD - 181 -L -D to include State of California Department of
Transportation Standards relating to the installation of curb ramp detectable surfaces,
more commonly known as raised truncated domes.
DISCUSSION:
The State of California Department of Transportation (Caltrans) has incorporated the
various Americans with Disabilities Act (ADA) requirements into their construction
standard plans. The ADA, among other things, requires the installation of detectable
surfaces at curb ramp landings whenever a curb access ramp is constructed or
reconstructed. Through the years, the term "detectable surfaces" has evolved from
being simple grooving patterns to raised truncated domes. The installation of these
truncated domes is required on all construction projects where access improvements
are being made.
There are currently several products available to satisfy the latest ADA requirements.
Staff has looked at several different truncated dome products installed by various
Orange County cities and found the dark grey colored 'Terrazzo Tiles" manufactured by
Wausau Tile, Inc. in Wisconsin as the most desirable since they provide adequate skid
resistance; require the least amount of maintenance; and are aesthetically least
intrusive. The City's standard plan will specify this product or equal.
By incorporating Caltrans' standards as a part of our curb access ramp standard plans,
the City will be assured federal funding reimbursement on future federal aided roadway

construction projects and at the same time ensures consistency in curb access ramp
construction throughout the City.

1. IF DISTANCE FROM CURB TO BACK OF SIDEWALK IS TOO SHORT TO ACCOMODATE RAMP
AND 1.22 m (4 ft.) PLATFORM AS IN CASE A, THE SIDWALK MAY BE DEPRESSED
LONGITUDINALLY AS IN CASE B OR C OR MAY BE WIDENED AS IN CASE D.
2. IF SIDEWALK IS LESS THAN 6 FEET WIDE, THE FULL WIDTH OF THE SIDEWALK SHALL
BE DEPRESSED AS SHOWN IN CASE C.
3. WHEN RAMP IS LOCATED IN CENTER OF CURB RETURN, CROSSWALK CONFIGURATION MUST
BE SIMILAR TO THAT SHOWN FOR CASE E TO ACCOMMODATE WHEELCHAIRS.

5. IF LOCATED ON A CURB THE SIDES OF THE RAMP NEED NOT BE PARALLEL, BUT THE
MINIMUM WIDTH OF THE RAMP SHALL BE 4 FEET.
6. TRANSITIONS FROM RAMPS TO WALKS, GUTTERS, OR STREETS SHALL BE FLUSH AND
FREE OF ABRUPT CHANGES.
7. SIDEWALK AND RAMP THICKNESS, "T ", SHALL BE 4 INCHES MINIMUM.
B. THE RAMP SHALL HAVE A 12 INCHES WIDE BORDER WITH 114 INCH GROOVES
APPROXIMATELY 314 INCH ON CENTER. SEE GROOVING DETAIL.
9. WHEN DETECTABLE WARNING SURFACE IS NOT REQUIRED ON A CURB RAMP, THE
CONCRETE FINISH OF THE RAMP AND ITS FLARED SIDES SHALL HAVE A TRANSVERSE
BROOMED SURFACE TEXTURE ROUGHER THAN THE SURROUNDING SIDEWALK.
10. RAMP SIDE SLOPE VARIES UNIFORMLY FROM A MAXIMUM OF 10% AT CURB TO
CONFORM WITH LONGITUDINAL SIDEWALK SLOPE ADJACENT TO TOP OF THE RAMP,
EXCEPT IN CASE C.
11. UTILITY PULL BOXES, MANHOLES, VAULTS AND ALL OTHER UTILITY FACILITIES WITHIN
THE BOUNDARIES OF THE CURB RAMP WILL BE RELOCATED OR ADJUSTED TO GRADE
BY THE OWNER PRIOR TO, OR IN CONJUNCTION WITH, CURB RAMP CONSTRUCTION.
12. MAXIMUM SLOPES OF ADJOINING GUTTER, THE ROAD SURFACE IMMEDIATELY ADJACENT
TO THE CURB RAMP AND CONTINUOUS PASSAGE TO THE CURB RAMP SHALL NOT
EXCEED 5 PERCENT WITHIN 4 FEET OF THE TOP OR BOTTOM OF THE CURB RAMP.
13. CONCRETE SHALL BE 560 —C -3250.
14. RETROFITS — WHEN A WHEELCHAIR RAMP IS ADDED TO AN EXISTING FACILITY, THE
CHANGES ARE PERMITED:
(A) RAMP GRADE IN CASE "C" MAY BE INCREASED TO 47.
(B) OTHER RAMP GRADES MAYBE INCREASED TO A MAXIMUM OF 11.17.
(NEVERTHELESS, THEY SHOULD BE AS FLAT AS FEASABLE).
(C) WHERE THE 4 FEET PLATFORM IS NOT FEASABLE, THE WIDTH MAY BE DECREASED
TO 3 FEET.
(D) THE PLATFORM MAY BE ELIMINATED IF THE GRADE DOES NOT EXCEED 8.33
15. RAISED TRUNCATED DOMES SHALL BE DARK GREY COLORED AND SHALL BE
"TERRAZZO TILES" AS MANUFACTURED BY WAUSAU TILE, INC. OF WISCONSIN OR EQUAL.
16. DETECTABLE WARNING SURFACES SHALL EXTEND 610mm (24 in.) MINIMUM IN THE DIRECTION
OF TRAVEL AND THE FULL WIDTH OF THE CURB RAMP.
NOTE: REFER TO CALTRANS CURRENT STANDARDS PLANS FOR UP -TO -DATE REQUIREMENTS.
